Location: Tunis, Tunisia with frequent visits to the regions targeted by the project

FHI360 is currently recruiting for the position of Sustainability, Partnership and Social Inclusion Manager for the organization’s USAID Tunisia Resilience and Community Empowerment (TRACE)/ Ma3an program, which will increase the capacity of communities to withstand political, social, and economic stresses and shocks by achieving the objectives of: 1) strengthened community resilience, 2) mitigated community vulnerabilities, and 3) improved capacity of Tunisian partners to sustain and replicate the model. Ma3an will spur 30 of Tunisia’s most vulnerable communities to action and generate sustainable resources for development in areas that are vulnerable to instability and violent extremism (VE). Together with USAID/Tunisia’s programs in accountability, decentralization, and youth entrepreneurship (i.e., TADAEEM and Mashrou3i), Ma3an will consolidate democratic progress while fostering social cohesion in target areas.

Job Summary:

The Civic Engagement Officer will be part of Ma3an technical team and reports to the Civic Engagement Advisor. He/she will work in close collaboration and consultation with the Civic Engagement Program Manager and the Senior Technical Advisor accountable for the full rollout and oversight of the Civic Engagement component activities. S/he together with Regional Technical Officers and will be responsible for ensuring effective quality implementation through technical support, coordination and partner capacity building.

Position Responsibilities:

  • Support the development of technically sound intervention strategies and execution plans, in coordination with the Civic Engagement Program Manager and Senior Technical Advisor, to meet component goals and to determine operational needs.
  • Work with the Civic Engagement Advisor to oversee the entire process of implementing activities to ensure their effectiveness.
  • Work closely with youth, local CSOs, partners and other stakeholders to develop a youth inclusive ecosystem that promotes youth civic engagement.
  • Assist the Civic Engagement Advisor to provide training and mentoring to youth, local partners and other stakeholders in order to strengthen local capacity to empower youth engagement in the community.
  • Coordinate with local partners and other stakeholders to ensure holistic local supports for youth, including participation in strengthening youth mainstreaming awareness.
  • Work with Regional Technical Officers to support ongoing civic engagement workflow including holding regular meetings and provide feedback on progress of activities and their performance.
  • Facilitate and coordinate field actions and visits for Fhi 360 staff, partners and other stakeholders.
  • Support the initiatives of Youth and partners in the development and implementation of civic engagement projects.
  • Work with the MEL team to provide ongoing input for monitoring and reporting on project activities.
  • Any other related duties as may be required.

Critères d'éligibilité

  • BS/BA or its international equivalent in Social Development, Development, Economics, Social Sciences, Political Sciences or other relevant field; Master's Degree preferred.
  • A minimum of four years professional experience on donor-funded programs related to community development, youth engagement, local governance, or civil society strengthening projects.
  • Experience with USAID rules and regulations and experience working in an international NGO environment highly desirable.
  • Experience working with youth at the community level.
  • Experience working with youth at the community level.
  • Experience working on Capacity Building of CSOs.
  • Excellent Facilitation and coordination Skills.
  • Excellent organizational skills.
  • Excellent verbal and written communication skills.
  • Excellent English and Arabic writing skills.
  • Fluent in oral Arabic and English.
