PROJECT BACKGROUND 

The project “Destination Emploi” seeks to strengthen socio-economic integration in Tunisia by addressing the skill gaps in responsible and sustainable tourism. One critical area of intervention is empowering young people and vulnerable groups to pursue self-employment and entrepreneurial opportunities in the tourism sector. This involves identifying existing skill gaps and designing targeted training and support programs to enhance their entrepreneurial capabilities and foster innovation.

OBJECTIVE & KEY RESULTS

Main Objective:

Provide continuous field-level operational support to transform training and mobility activities into effective, quality internships and placements, ensuring reliable data collection, individual beneficiary follow-up, and efficient logistics management in target regions. 

Key results:

  • KR1 – Mobility operations: 95% of cohort logistics files completed (summons, lists, transport, attendance sheets) 
  • KR2 – Beneficiary follow-up: 90% contact rate maintained at J+7/J+30/J+90 checkpoints 
  • KR3 – Employer pipeline: 60+ active employer accounts maintained and regularly updated 
  • KR4 – Placement coordination: 100% of trained beneficiaries matched with appropriate 4-week placements 
  • KR5 – Data quality: Monthly M&E dashboards delivered with zero critical data gaps 
SCOPE OF WORK
  1. Seasonal & Circular Mobility Support 
  • Prepare cohort documentation (candidate lists, eligibility checks, summons) 
  • Coordinate logistics (venues, transport, accommodation, equipment) 
  • Collect and compile participant feedback and satisfaction data 
  1. Employer Outreach & Market Mapping 
  • Maintain and update employer database with current needs and seasonal patterns 
  • Conduct field surveys to identify immediate employment opportunities 
  • Prepare opportunity briefs for the labour market expert 
  1. Internship & Placement Execution 
  • Assist in candidate-employer matching and interview coordination 
  • Facilitate onboarding processes and agreement documentation 
  • Conduct regular field follow-ups (J+7/J+30/J+90) and provide incident resolution 
  1. Monitoring & Reporting 
  • Maintain accurate M&E data and monthly dashboards 
  • Prepare concise field progress reports (1-2 pages) 
  • Document success stories and lessons learned

QUALIFICATIONS REQUIRED
  • Bachelor’s in tourism, HR, economics or related field (Master’s ongoing is a plus) 
  • 1-2 years experience in field support, HR, logistics or employer relations 
  • Proficiency in data collection tools (Excel/Sheets) and field organization 
  • Excellent interpersonal skills with youth/women/vulnerable groups 
  • Fluency in Arabic and French (English desirable) 
  • Personal car and valid driving license mandatory 
  • Knowledge of Tunisian tourism sector HR realities is an asset 
EVALUATION CRITERIA 
  • Relevant experience and qualifications: 30% 
  • Operational and field implementation skills: 25% 
  • Understanding of placement methodologies: 20% 
  • Availability and organizational capacity: 10% 
  • Financial offer: 15% 
DURATION OF WORK
  • Contract duration: 16 months 
  • Level of Effort: 200 working days per position 
  • Base location: Tunis with regular travel to intervention regions 
  • Travel expenses reimbursed according to LI policies with pre-approval
