Terms of Reference for a consultancy position at GP MENA seeking an expert in research on Air Pollution in the region 

Background 

Greenpeace MENA is currently preparing a campaign with the goal of reducing the social license of fossil fuels in the region by shedding focus on their emissions’ contribution to air pollution highlighting their toll on health, environment and economy. 

Main Objective: 

To provide Greenpeace MENA (GP-MENA) with the necessary understanding on air quality in the region, major sources of pollution, identify areas requiring improvement in legislation and access to information; in order for GP-MENA to identify potential regional campaign demands/ calls to action, applicable in the priority countries. 

Research Questions: 

Identify key polluting sectors that contribute significantly to air pollution in Tunisia (including the city of Gabes). 

Sectors of interest are those with: 

○ Highest emissions of pollutants 

○ Highest greenhouse gas emissions 

○ Foreign investment including loans from international financial institutions 

• Legislative review of emission standards of identified sectors, in addition to a comparative analysis with legislation of countries where investors’ HQ’s are situated. 

○ Identification of emission standards and when possible provision of copies. 

• Analysis of emissions standards’ enforcement. Level of monitoring/reporting by/to enforcement authority, liability in cases where emission standards are violated as well as transparency about the processes and rulings. 
• Is air quality monitored effectively? does the data exist and can you provide analysis of access to available data by the public. 
• Identification of key polluting hotspots/ areas, which sectors are active there, what is the main fuel utilised, are there documented health implications on neighbouring communities/ workers? 

Expected use of the results: 

This research report & summary presentation will be used internally to develop future Greenpeace MENA campaigning plans. Data from the report may be adapted for use in communication materials and factsheets. All sources used must be reliable and documented.

Deliverables 

Comprehensive report covering all research questions as well as a discussion of findings and Q&A with our team, upon the submission of the first draft of the report. 

Reporting 

The consultant will be in communication with Kenzie Azmi (Air pollution campaigner), who will be available for any questions or guidance needed. Constant communication and updating of the campaigner is adamant. 

Timeline 

Presentation and discussion of preliminary findings should be conducted within 3 weeks. Final report should be submitted in its final format on March 15th, 2022.
