Expert to Prepare a Study on Vocational Training in Tunisia, with a Focus on the Sfax Region.

1. Background:

“WeYouth Organization is a non-governmental, non-profit, and non-political organization established since 2013. Our mission is to foster the autonomy, participation, and leadership of young people in Tunisia. WeYouth operates in various strategic areas, including civic engagement, peacebuilding, gender equality and social inclusion, youth economic empowerment, and education. Our commitment is to support the positive development of young individuals, equipping them with the tools they need to play an active role in creating more inclusive and dynamic communities.

WeYouth organization is seeking to conduct an in-depth study on the current state of vocational training in Tunisia, with a particular focus on the Sfax region. This study aims to understand the effectiveness, accessibility, and outcomes of vocational training programs, identifying key challenges and opportunities for improvement.

2. Objectives:

The primary objectives of this study are to:

– Assess the current landscape of vocational training programs in Sfax and broader Tunisia.

– Identify the socio-economic impacts of these programs on participants.

– Evaluate the alignment of vocational training with labor market needs.

– Provide recommendations for enhancing the effectiveness and reach of vocational training.

3. Scope of Work:

The selected expert will be required to:

– Conduct a comprehensive literature review on vocational training in Tunisia.

– Design and implement qualitative and quantitative research methodologies (e.g., surveys, interviews, focus groups) to gather data from various stakeholders including trainees, trainers, employers, and policymakers.

– Analyze the data to identify key trends, challenges, and success factors.

– Compare the vocational training programs in Sfax with other regions in Tunisia.

– Prepare a detailed report summarizing findings, conclusions, and actionable recommendations.

4. Deliverables:

The expert is expected to deliver the following:

– An inception report detailing the research plan, methodology, and timelines.

– A comprehensive literature review.

– Data collection tools (questionnaires, interview guides, etc.).

– A draft report for review and feedback.

– A final report incorporating feedback, including an executive summary, methodology, findings, analysis, conclusions, and recommendations.

– A presentation of the findings to WeYouth and relevant stakeholders.

5. Qualifications:

The ideal candidate should possess:

– A PhD or Master’s degree in Sociology, Economics, or a related field.

– Proven experience in conducting research, preferably in the field of education or vocational training.

– Strong analytical and report-writing skills.

– Excellent communication skills in English; proficiency in Arabic and/or French is an asset.

– Familiarity with the socio-economic context of Tunisia, particularly the Sfax region.

6. Timeline:

The study is expected to be completed within a 3-month period from the date of commencement.

7. Budget:

Applicants are required to submit a detailed budget proposal outlining their fees and any other associated costs.
