PROJECT BACKGROUND 

The project “Destination Emploi” seeks to strengthen socio-economic integration in Tunisia by addressing the skill gaps in responsible and sustainable tourism. One critical area of intervention is empowering young people and vulnerable groups to pursue self-employment and entrepreneurial opportunities in the tourism sector. This involves identifying existing skill gaps and designing targeted training and support programs to enhance their entrepreneurial capabilities and foster innovation.

OBJECTIVES & KEY RESULTS

Main Objective:

To improve employment outcomes for youth and vulnerable groups in the responsible & sustainable tourism sector through: 1. Design & implementation of a Circular & Seasonal Mobility Programme connecting inland and coastal regions. 2. Targeted labor‑market mapping & action planning to identify realistic job opportunities and inform programme design. 3. End‑to‑end coordination of traineeships and work placements that translate training into meaningful, career‑building opportunities.

Specific Objectives and Key results:

  • SO1: Mobility Programme operationalized. 
    • KR1.1 Approved programme design (eligibility, employer engagement, geographic targeting, timelines, M&E). 
    • KR1.2 At least two mobility cohorts delivered; 40 participants benefiting from the mobility program; documented lessons learned. 
    • KR1.3 Monitoring framework applied with baseline/targets for adaptability and skills acquisition. 
  • SO2: Labor‑market intelligence drives placement actions. 
    • KR2.1 Rapid mapping of demand (by region/function/season) validated with employers/associations. 
    • KR2.2 Concise, action‑oriented report highlighting immediate opportunities and barriers. 
    • KR2.3 Job Placement Action Plan with employer outreach, matching strategies and follow‑up mechanisms. 
  • SO3: Traineeships and placements coordinated to quality standards. 
    • KR3.1 Tailor‑made placement schemes aligned with participant profiles and employer needs. 
    • KR3.2 4‑week placements executed for programme graduates; procedures documented (roles, timelines, templates). 
    • KR3.3 Placement monitoring and individualized support implemented; outcomes tracked (completion, job offers, retention ≥3 months).
SCOPE OF WORK
  1. Circular & Seasonal Mobility Programme 
  1. Design & Development 
  • Produce an operational design linking Aïn Draham & Tozeur to Monastir & Djerba. 
  • Define eligibility, selection, employer engagement, safeguarding, logistics, and M&E tools. 
  1. Implementation & Monitoring 
  • Roll out mobility cohorts, coordinate logistics1 and partner interfaces. 
  • Track results (skills, adaptability, employability), compile case studies and lessons. 
  • Following up with the candidates using the M&E tools designed.  
  1. Labour‑Market Mapping & Opportunity Identification 
  1. Targeted Market Scan 
  • Collect evidence from employers, sector associations and regional stakeholders on near‑term demand. 
  • Identify accessible entry points for graduates of project trainings. 
  1. Action‑Oriented Reporting 
  • Deliver a concise market note (opportunities, constraints, recommendations). 
  • Translate into a time‑bound Job Placement Action Plan
  1. Traineeship & Work Placement Coordination 
  1. Placement Schemes 
  • Co‑design tailored schemes with employers; align learning outcomes and job profiles. 
  1. Execution & Supervision 
  • Manage outreach, matching, onboarding, follow‑up, issue resolution. 
  • Ensure each trained participant accesses 4-week placement matching skills/aspirations. 
  1. Integration & Learning 
  • Document procedures and templates; collect feedback from participants/employers. 
  • Provide periodic learning notes to inform continuous improvement.

QUALIFICATIONS REQUIRED
  • Bachelor’s in tourism, business administration, labour economics, project management or related; advanced degree/certifications are an asset. 
  • Proven experience coordinating internships/traineeships and job placement programmes. 
  • Strong grasp of employment integration strategies in tourism; mobility/seasonal placement experience desirable. 
  • Research & data analysis skills; actionoriented reporting. 
  • Experience with youth/women/vulnerable groups; excellent stakeholder engagement. 
  • Strong organisational/communication skills; fluency in French & Arabic; proficiency in English desirable. 
  • Knowledge of Tunisian tourism labour market and regional dynamics is an asset. 
  • The ideal candidate blends strategic programme design and data analysis with hands-on experience in field project management and multi-stakeholder coordination

DURATION OF WORK

  • Availability:  Immediate (or within 30 days of contract signature)
