Context:

The Organization:

Founded in February 2015, Impact Foundation for Research and Development (IMPACT) is a youth-led nongovernmental organization that aims to use Research to influence social and economic policies,  specifically in Education, Employment and Health sectors. IMPACT believes in the untapped potential of youth and seeks to provide mentorship and motivation to mobilize youth to confront local and national challenges. Impact aims to:

•   Initiate and support projects of economic, social and cultural development in Tunisia, especially in underprivileged regions.
•   Organize and coordinate the efforts of various Research centers, universities and Think Tanks in Tunisia.
• Develop, reinforce and improve the skills and capacities of Research centers and young Researchers in Tunisia.
• Draw attention to the importance of linking Research to development on the economic, social, cultural and environmental levels.
•   Draft and develop proposals for laws and policies that promote Research.
•   Rationalize public policies through the involvement of Research in State reforms.
  

The project

“Enhancing Municipal Services Delivery in Gafsa” is a twelve-month project funded by National Endowment for Democracy (October 2019 – September 2020). This project is a civic initiative to be implemented in Gafsa. It combines research to action and relies mainly on an inclusive participatory approach. The project evaluates and assesses municipal services delivery performances and engages with elected officials to reinforce municipalities’ capabilities.

In the first phase of the project, Impact Foundation conducted a study based on a representative survey to investigate citizens’ satisfaction regarding municipal services delivery in the 13 municipalities in Gafsa and their understanding of participatory mechanisms at the local level. Impact Foundation will conduct two additional focus groups gathering different stakeholders. A synthetic report will be written with specific recommendations and an advocacy program will be implemented in partnership with local SCOs and public authorities. The scientific report should be written jointly by members of the project team and experts in decentralization, local governance, local development or any related field.

In the second phase of the project, series of actions will be implemented in partnership with selected municipalities. The intended actions include a ToT in participatory democracy, local governance and decentralization, local events and workshops and an electronic platform will be conceived to deal with citizens’ demands and to assist selected municipalities in providing better services delivery.

Responsibilities:

The intended assignment aims to produce a scientific report that analyzes the perceptions of citizens in Gafsa regarding municipal services delivery in their regions. The study should design and structure recommendations for decision makers at national and local level to draw attention to  Municipalities, their capacities and the challenges encountered in delivering services.

The duration of the contract will be a total period of 20 working days starting from early April.
