EF is seeking applications for a Deputy Chief of Party (DCOP) for an anticipated USAID-funded program that will cultivate a vibrant and responsive citizen-oriented civil society in Tunisia. The program will facilitate a productive relationship between civil society and the Government of Tunisia.  It will also work nationwide, differentiating between the capacity-building needs of smaller, regional NGOs, Associations, think-tanks and other types of local organizations and more developed, Tunis-based CSOs, creating linkages networks, and platforms for knowledge sharing, partnerships, and joint-action. 

 

The Deputy Chief of Party will support the Chief of Party (COP) in implementing all the program components, with special focus on oversight of local staff, internal operations and administration, grants management and stakeholder coordination. This position is contingent upon funding. 

 

Interviews will be conducted on a rolling basis and qualified candidates should apply as soon as possible. 

 

Tunisian nationals are strongly encouraged to apply.

 

DUTIES

  • Lead internal operational functions, including technical, administrative and managerial tasks to ensure smooth and successful implementation of the project.
  • Oversee the management of a competitive and transparent grants component and work closely with the finance and administration team to ensure adherence with the grants process.
  • Coordinate activities among the implementing partners and facilitate connections with the government stakeholders. 
  • Provide technical expertise on key component areas and identify windows of opportunity for program interventions
  • Oversee all monitoring, evaluation and reporting functions in consultation with the COP.

 

QUALIFICATIONS

  • Bachelor’s degree in international development, political science, or related field. Master’s degree is strongly preferred
  • A minimum of eight years of work experience in civil society programs, governance reform and/or related fields, preferably for USG- or bilateral donor-funded international development projects. Experience with contracts highly preferred
  • A minimum of three years of experience in efficiently managing and leading a professional and administrative staff. Prior experience in coordinating with partner and donor organizations is highly desired
  • Technical expertise and experience in designing and managing long-term and short-term development programs
  • Proven ability to facilitate dialogue and work constructively with a diverse range of actors to accommodate divergent interests and agendas in a multi-cultural environment
  • Proven ability to lead, mentor and develop staff, manage budgets and plan strategically and creatively to meet specified objectives
  • Proven ability to establish and maintain effective and collaborative relationships with government officials, civil society groups, the media, and representatives of the international community
  • Outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills
  • Experience working in Tunisia
  • Excellent speaking, writing, reporting and other communications skills in English and French; proficiency in Arabic strongly preferred
