The project “Destination Emploi” seeks to strengthen socio-economic integration in Tunisia by addressing the skill gaps in responsible and sustainable tourism. One critical area of intervention is empowering young people and vulnerable groups to pursue self-employment and entrepreneurial opportunities in the tourism sector. This involves identifying existing skill gaps and designing targeted training and support programs to enhance their entrepreneurial capabilities and foster innovation.
The main objective of this assignment is to recruit a Business Development & Entrepreneurship Expert who will design, coordinate, and implement the full acceleration sequence supporting 40 tourism-related MSMEs in responsible and sustainable business practices, business planning, and operational execution aligned with green growth, job creation, and women’s empowerment.
The expert will be responsible for the design, coordination, and implementation of two (2) major work packages (WP) :
- WP 1: Design, Facilitation, and Delivery of Group Workshops : this lot covers the delivery of all collective workshops and bootcamps.
Activity A.2.b.4: Initial Acceleration Bootcamps :
- Instructional Design: Develop the complete Bootcamp program, detailed content, and all training materials (slide decks, workbooks, exercises…) for 8 regional bootcamps.
- Facilitation & Delivery: Facilitate 8 full-day bootcamps across the Jendouba, Monastir, Tozeur, and Médenine regions, serving a total of 40 enterprises (5 per bootcamp).
- Session Content: Deliver intensive training covering core business acceleration, digital transformation, sustainable business practices, and market access.
- Training Logistics: Manage all logistical aspects related to training delivery (room setup, material distribution) in coordination with the project team.
- Reporting: Submit a concise report for each bootcamp, including attendance sheets, event photographs, and a summary of participant feedback.
Activity A.2.b.7: “Access to Finance” Workshops :
- Curriculum Development: Design the curriculum, practical case studies, and tools for 8 workshops focused on finance.
- Facilitation & Delivery: Facilitate 8 full-day workshops across the four target regions, each for a group of 5 entrepreneurs.
- Session Content: Comprehensively cover financing instruments (grants, loans, equity), preparation of financial documentation, funding strategies, and public support mechanisms.
- Collective Technical Assistance: Provide practical advice and address participants’ specific financial challenges during the workshops.
- Reporting: Deliver a report for each workshop, documenting participation, topics covered, and recurring questions from entrepreneurs.
- WP 2 : Personalized Enterprise Coaching and Business Plan Support : This lot covers in-depth, one-on-one support for business plan development and implementation.
Activity A.2.b.5: Business Plan Development Support :
- Individual Diagnostics: Conduct 40 in-depth diagnostic sessions (in-person or virtual) to assess each enterprise’s readiness, financial requirements, and growth potential.
- Customized Guidance: Provide tailored mentoring and adapted templates to help each entrepreneur structure and draft their business plan.
- Thematic Training: Deliver structured training sessions focused on business plan development (value proposition, operational plan, financial model).
- Validation & Approval: Review, provide feedback, and grant formal approval for 40 viable, market-oriented business plans. Each plan must include measurable KPIs and clearly integrated sustainability components.
Activity A.2.b.6: Coaching for Business Plan Implementation :
- Individual Coaching Plan: Create a customized coaching plan for each of the 40 enterprises, based on its validated business plan.
- One-on-One Coaching: Deliver a minimum of 12 hours of individual coaching per enterprise, focused on action plan follow-up, problem-solving, and strategy adjustment.
- Group Coaching Sessions: Facilitate between 6 and 12 hours of group coaching per enterprise to enable peer learning and address common challenges (marketing, operational execution, sustainable growth strategies).
- Operational Follow-up: Conduct rigorous progress monitoring, identify implementation risks, and propose corrective solutions.
- Cross-Cutting Tasks for Both Lots :
- Hybrid Acceleration Plan Design: Develop a master plan integrating in-person and online activities.
- Monitoring, Evaluation & Learning: Maintain all monitoring documentation (attendance sheets, session reports, evaluation grids). Produce on average monthly progress reports and a final synthesis report.
- Quality Assurance & Inclusion: Ensure adherence to safeguarding principles, gender equality, and the inclusion of youth and vulnerable groups across all activities.

WP 2: Personalized Enterprise Coaching
- For A.2.b.5 (Business Plans):
- 40 Approved Business Plans (with KPIs & sustainability).
- 40 Individual Diagnostic Reports.
- Individual & Group Coaching Session Reports (min. 12h + 6-12h per enterprise).
- 40 Business Plan Implementation Progress Report.
CROSS-CUTTING DELIVERABLES
- Hybrid Acceleration Plan.
- Monthly Progress Reports & Final Synthesis Report.
These deliverables are to be developed with the project team afterwards.
- Advanced degree in Business Administration, Economics, Entrepreneurship, or related field.
- Minimum 7 years of professional experience in entrepreneurship support, MSME development, and business acceleration.
- Proven experience in sustainable or responsible tourism value chains.
- Strong expertise in business planning, financial management, and enterprise coaching.
- Excellent facilitation and training skills, with experience in both online and in-person formats.
- Knowledge of the Tunisian MSME and tourism context is an asset.
- Fluency in Arabic and French; good command of English preferred.

Evaluation Methodology:
Proposals will be assessed based on the following weighting:
- Technical Proposal: 70%;
- Financial Proposal: 30%.

- Financial Evaluation (30 points)
- The financial score will be calculated using the following formula:
- Lowest Priced Qualified Proposal ÷ Proposal Price × 30
- Technical proposals evaluated first;
- Financial proposals after conducting the technical evaluation;
- Final ranking determined by combined technical (70%) and financial (30%) scores;
- Contract awarded to bidder achieving highest final total score.
- November 2025 to July 2026.
- The indicative level of effort is approximately 1,200 hours, covering training delivery.
- Main tasks will include coaching, bootcamps, monitoring, and reporting across 40 enterprises to be distributed by the service provider according to the scope of work.
