Position Title: Energy Specialist (Senior, Mid, Junior)

Position Classification: Fixed Term – (Full Time) and Short Term (STTA), Tunisian, CCN, and will be based in Tunis, Tunisia.

Background: The USAID Power Tunisia activity seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core Objectives: 

  • Strengthening the energy sector’s performance
  • Diversifying and securing energy supply
  • Promoting advanced technology pilots and partnerships

 

Position Overview:  The Power Tunisia activity is recruiting experienced Senior Energy Specialists (Senior, Mid, Junior) for both full-time and STTA staff to be based in Tunis to support the breadth of Power Tunisia interventions to achieve the above Objectives. Energy Specialists will be responsible for supporting Power Tunisia’s technical activities and driving results. Full Time positions are open to candidates from Tunisia and STTA positions are open to both Tunisian and international candidates. Specialist roles Power Tunisia is recruiting for include:

  • Advanced Energy Systems (AES) Specialist
  • Energy Efficiency Specialist
  • Environmental Compliance Specialist
  • Pilot Projects and Partnerships Manager
  • Power Sector Planning and Integration Specialist
  • Power Sector Procurement Specialist
  • Power Systems Engineer
  • Energy Project Finance Specialist
  • Utility Reform Specialist
  • Regulatory Specialist
  • Regional Managers (to be based outside of Tunis)
  • Program Delivery Analyst (junior – mid level)

Detailed Responsibilities: Senior Energy Specialists are expected to engage in a diverse set of interventions aligned with Power Tunisia activities (detailed scope of work to be defined, based on background and experience):

  • Lead activities and interventions in one of the following areas: power project development (generation/transmission/distribution), Power Purchase Agreements, power system planning, design and implementation of electrification strategy, energy utility reform, tariff/pricing reform, energy efficiency programs and demand reduction, energy project finance, VRE integration and power grid management, integrated resource planning, innovative clean energy technologies, building code and standards compliance, regulatory and policy development, others to be determined as relevant.
  • Leverage technical expertise and international energy development experience to inform strategic decision-making and bring leading practices to the Power Tunisia team
  • Develop and/or lead trainings, workshops, and external events
  • Lead and/or contribute to technical reports and briefs

Supervisor and Reporting Responsibilities: For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of Deputy Chief of Party (DCOP). The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Project.

Qualifications: 

  • Bachelor’s and Master’s degree in economics, engineering, finance, or other relevant field, particularly in energy sector 
  • Minimum of 7 years in the energy sector, 10 years preferred 
  • Significant experience in at least one, preferably several, of the areas identified in the ‘Detailed Responsibilities’ section above
  • Experience working in similar context in MENA region
  • Previous experience with USAID preferred, and/or with donor agency programs
  • Demonstrated experience operating in developing country environments, including leading technical activities
  • Demonstrated relevant SME experience in Tunisia
  • Prior experience consulting public and private sector entities
  • Strong organizational and interpersonal skills and ability to solve complex problems
  • Fluent in French and/or Arabic required 
  • Fluent in English (both oral and written) preferred
