Job Description 

The Innovation and Planning Agency Switxboard SUARL (IPA) is looking for a national  employment counselor (w/m/d) to support the “Basta Harraga Project” (BHP) in Tunisia. The  BHP is supported by the European Commission’s Asylum, Migration and Integration Fund (AMIF) and the Austrian Interior Ministry and will be implemented as of March 2021 by EB  

projektmanagement GmbH (EBP) in Austria through its implementing partner IPA in Tunisia. The BHP tries to establish direct contact and involvement of Tunisian and third country  migrants to better care for those in particular need of protection and to ensure access to help.  The target groups are assisted with psychosocial support counseling and safe spaces,  facilitating reintegration in their country of origin, information and legal services in Tunis,  Sousse, Sfax and Zarzis. It is further hoped that alternative solutions and perspectives can be  developed to counteract irregular migration. 

Under the line management of the Sfax Team Leader and in concertation with the national  project coordination, the Employment Counselor is based in Sfax and supports people who  are planning, seeking and managing their career and life/work direction. The Employment  Counselor help clients to identify training or employment possibilities in the context of a migrant  return and reintegration program. Besides this individual counseling, the BHP supports the  creation of small-scale enterprises and individual entrepreneurial activities. 

The ideal candidate combines professional experience from employment counseling,  vocational training, youth and social work with an interest in small scale business / start-up  support. The Employment Counselor will work in a team consisting of social workers,  psychologists and legal counselors offering information and counseling services to migrants. 

He/She should bring a high level of social engagement, understanding of migration issues and  motivation. 

Responsibilities and tasks 

  • Help people deal with barriers to achieving their career plans and to develop a better appreciation of their unique characteristics and how those characteristics relate to career choices 
  • Use various assessment tools to help clients identify their interests, values, aptitudes and abilities, and relate them to the world of work
  • Help clients identify educational requirements and develop training plans
  • Facilitate career management and career decision-making workshops
  • Work with clients who have disabilities, language and cultural differences, or other special needs that affect their employment prospects 
  • Provide current labor market information to help clients make realistic occupational or employment decisions
  • Market clients to potential employers and help clients find job or work experience placements 
  • Assist clients with implementing effective employment search strategies, writing résumés, and developing career portfolios and interview skills 
  • Plan and implement career and employment-related programs
  • Refer clients to appropriate services to address their particular needs
  • Work co-operatively with CSO, NGO and agencies, businesses and other organizations involved in providing career planning resources 
  • Use computers / database to write reports and to file client information, and research information on the Internet

Your Profile 

  • Documented results related to the position’s responsibilities
  • Excellent communication skills, both written and verbal
  • Experience to establish collaborations with different stakeholders / service providers Resilient and ability to deliver results in fast-paced, flexible environment
  • Empowering and building trust
  • Highly desirable background in migration related issues, refugee law, and / or GBV Highly desirable interest in small business promotion (start-ups, incubators, shared working spaces)

Qualification and education requirements: 

  • Relevant diploma (e.g. social studies) or relevant experience
  • Computer skills (Microsoft Outlook, Word, Excel, Power Point )

Language: 

  • Arabic (mother tongue)
  • Fluency in French and English (German is a plus)
  • good writing and translation skills

Conditions 

  • Competitive salary according to qualification and experience
  •  5 months contract (good contract extension prospects)
