La Fondation EFE-Tunisie se propose de lancer un Appel à  Propositions pour le choix d’un consultant pour mener une Etude d’Analyse de Marché auprès du secteur privé dans les gouvernorats de Gabes, Tozeur et Médenine, opérant dans le domaine des TIC, agro-alimentaire, énergie renouvelable et autres secteurs à forte employabilité dans les gouvernorats ciblés. Gap Analysis Study in Gabes, Mednine and Tozeur

Scope of Work

Based on this scope of work, applicants are expected to develop a brief proposal (2‐3 pages) consisting of an anticipated work plan, budget, and level of effort to serve as a potential guide to follow during the project.

About the Project

Education For Employment (EFE), its local Tunisian affiliate EFE-Tunisie, in consortium with Tunisian American Young Professionals (TAYP) and Tunisian Association for Management and Social Stability (TAMSS) have partnered with the U.S. Department of State Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC) to launch the project “ Supporting Job Creation for Young Tunisians from Marginalized Communities” to increase employment (including self-employment) among young Tunisians in marginalized interior and/or southern regions.

The consortium brings more than a decade of locally-based experience creating economic opportunities for Tunisian youth in marginalized regions, creating linkages to all key stakeholders, to avoid duplication of services and interventions, thus promoting social capital and local buy-into address the issue of youth employment. The synergy created through this consortium and other actors ensures a nuanced understanding of the local job market, including both challenges and opportunities to achieve the impact necessary to address youth unemployment and support local development through a combination of job training and placement, and entrepreneurship and capacity building interventions. Through these activities, the consortium seeks to not only improve the lives of youth, but to reduce their need to leave their homes, while increasing private sector opportunities.

EFE in the past ten years has introduced more than 50,000 youth in the Middle East and North Africa (MENA) region to the world of work through a unique network Affiliate system that leverages organizational capacity support, financial assistance and compliance, as well as technical expertise, with local-based Affiliates, such as EFE-Tunisie. EFE-Tunisie has become the country’s leading civil society organization addressing youth unemployment, by providing more than 6,900 young women and men with skills and tools to find their first job or start a business, including more than 1,700 youth directly placed into demand sectors, while also influencing institutional level systems change by working to improve feedback loops between the public and private sector.

TAMSS and TAYP bring their expertise in supporting self-employment and SMEs, promoting supply driven growth strategies and access to markets, while building the capacity of local institutions to support entrepreneurship and encourage job creation. TAMSS has trained and coached 3,700 entrepreneurs and has seen more than 1,500 businesses launched and/or expanded while empowering local grassroots organizations and promoting regional networking. Through its Handicraft Export Program, TAYP trained over 900 artisans throughout Tunisia and sponsored over 50 artisans to participate in multiple trade shows abroad.

Key stakeholder partnerships across consortium members consist of public sector, such as the Ministry of Higher Education, Ministry of Employment and Vocational Training, the private sectors in the targeted regions, in addition to agreements with multinational, and bilateral organizations, UNDP, World Bank and African Development Bank, as well as locally-based non-profit organizations. Additionally, the consortium has demonstrated a nuanced understanding of the development and funding eco-system though projects and support from NEA/AC through the StartUp RISE and Tunisia Youth Economic Opportunity Project, the African Development Bank through the Souk at-tanmia project, GIZ through the Formalization and Job Creation (FORCE) Program, and the World Bank through the Digital Talent Project.

“Supporting Job Creation for Young Tunisians from Marginalized Communities” addresses youth unemployment and supports local development through a combination of job training and placement, and entrepreneurship and capacity building interventions in Tunisia. Education for Employment (EFE) will reach 1,000 young beneficiaries aged 18-29 from disadvantaged socioeconomic backgrounds in the governorates of Gabes, Tozeur, Tatouine, and Medenine. EFE will work with its local Tunisian affiliate EFE-Tunisie, in consortium with Tunisian American Young Professionals (TAYP) and Tunisian Association for Management and Social Stability (TAMSS).

Gap Analysis Study in Gabes, Mednine and Tozeur

As the consortium already holds significant experience and expertise in the identified focus regions, the consortium will leverage its already existing partners, while conducting a regional market and needs analysis to further strengthen its impact for this project. This analysis will provide nuanced information on the regional market, key technical & soft skills in demand from employers and specific challenges that are faced in these marginalized regions by all stakeholders: employer, educational, institutional, government and the youth themselves. This analysis will also ensure filling gaps, instead of duplicating existing projects. The consortium perceives for this project we will focus on providing job training and placement in the high-tech sectors of information and communication technology and low-tech sectors such as agribusiness, tourism, sector and services. During this phase, EFE-Tunisie will engage with existing and potential employer partners to promote pre-committed jobs for program graduates to ensure that youth find employment locally. In the scope of its project Supporting Job Creation for Young Tunisians from Marginalized, EFE-Tunisie will select a consultant to conduct a Gap Analysis Study in Gabes, Mednine and Tozeur.

The consultant will:

  • Establish a directory of 60 SMEs, 20 big companies and 120 licensed professionals that operate in ICT, Tourism, Agri-business and services in each of the targeted governorates
  • Identify SMEs , big companies and licensed professionals with hiring needs in each of the targeted governorates, by sectors
  • Survey the identified SMEs , big companies and licensed professionals in the targeted governorates, and establish a list of their hiring needs over the next two (2) years, in terms of the number of vacant positions, the profiles and competencies needed, the educational level, the age range and the
    gender, as well as the skills needed to enhance the employability of their future new recruits
  • Identify the Soft Skills and Technical trainings needs of the surveyed SMEs and big companies, in the each of the targeted governorates, in areas including ICT, agribusiness, renewable energy, and other high-demand sectors in target regions
  • Identify the public institutions, private training entities and NGOs that provide workforce trainings to SMEs and big companies in the targeted governorates, in areas including ICT, agribusiness, renewable energy, and other high-demand sectors in target regions, and establish a list of their respective activities, trainings and curricula
  • Establish a benchmark of the workforce development training curricula that are being delivered by public institutions, private training entities and NGOs in the targeted governorates

The consultant will begin the Gap Analysis Study at the end of February 2017. The study, all deliverables included, must be completed by March 31st, 2018.

Engagement: Expectations and Level of Commitment

The consultant will conduct desk research and engage with all employment stakeholders and the private sector in Gabes, Mednine and Tozeur, i.e ; Office du Développement du Sud, Chambers of Commerce, government employment agencies ( ANETI ), as well as national and local business associations and federations that operate in the targeted governorates. The consultant will provide weekly written progress reports to EFE-Tunisie.

Methodology

The consultant will achieve the expected outcome of the Gap Analysis Study through:

  • Desk review/review of literature
  • One‐on‐one interviews/meetings with the private sector (mainly ICT, Tourism, Agri-business and services) and employment stakeholders in Gabes, Mednine and Tozeur
  • Utilization of consultant’s knowledge, resources and networks.

Deliverables and Final Work Product

The consultant’s work on the Gap Analysis Study will result in the following main deliverables:

  • A directory of 50 SMEs ( 3 to 49 employees ) , 15 big companies ( more 49 employees ) and 80 licensed professionals ( 0 to 5 employees ) in the targeted governorates, per governorate and per sector (mainly ICT, Tourism, Agri-business and services )
  • A Gap Analysis Survey that is addressed by the consultant to the private sector. The consultant must survey at least 15 big companies and 50 SMEs and 80 licensed professionals in the three targeted governorates combined
  • A detailed report of the hiring needs of SMEs , big companies and licensed professionals previously identified and surveyed by the consultant. This report must include the hiring needs over the next

All deliverables must be validated by EFE-Tunisie project team.

EFE-Tunisie estimates that the consultant should allocate 10 working days per governorate. This estimation is not binding and the consultant is free to allocate the number of days he/she/they see fit per governorate, provided that the total number of days does not exceed 45 working days.
