 Background

Education For Employment – Tunisia (EFE-Tunisie), supporting implementer Chemonics, seeks to hire a 4C private sector engagement employer outreach consultant/coordinator to support the USAID/Tunisia Jobs, Opportunities, and Business Success (JOBS) project. In order to support the objectives of component 2, the 4C private sector & engagement employer outreach consultant/coordinator   will work with the Job Placement & Career Center Specialist on the regional career centers (4Cs) and with the Curriculum Development Specialist on improving the match between skills in demand in the labor market and training provided in order to address structural unemployment.

Objectives

The private sector engagement & employer outreach coordinator  will be responsible for creating and maintaining relationships with employers in the target regions of the project Tunisie JOBS with an eye towards promoting opportunities for private sector engagement with 4Cs and in Curricula reform activities. These activities will involve collecting information on industry trends within the target regions, engaging private sector companies in reviewing, updating and developing curricula based on job market needs , coordinating events for and with employers, and working closely with 4Cs directors to assess and refine these employer relationships.

Responsibilities

In order to ensure the success of the JOBS project and fulfill EFE-Tunisie’s responsibilities under the work plan, the private sector engagement & employer outreach coordinator  will carry out the following responsibilities:

  • Private sector engagement for Job Fairs and Career days
  • Follow-up with companies participating in the Job Fairs and Career Days to collect data and results (job interviews,  recruitments, internship opportunities,…)
  • Coordinate the implementation of steering committees of 4Cs focusing on the private sector engagement
  • Assist 4Cs to strengthen partnerships with private sector firms, particularly within HR departments, in order to facilitate internship and jobs opportunities for youth
  • Contribute to collect information related to changes in the labor market and recruitment trends in Tunisia, including data on private sector’s needs in terms of skills
  • Conduct regular business outreach to private sector and educational institutions to promote activities of the 4Cs and Tunisia JOBS Project.
  • Engage professional associations and private sector companies to contribute to the review and reform of study plans and curricula and to the design and development of new curricula based on the needs of the market

Other Duties

The private sector engagement & employer outreach coordinator  can support other stakeholders on the project in his areas of expertise.

Reporting and working relationships

The private sector engagement & employer outreach coordinator will report to the Workforce Development Team Leader and will work closely and coordinate with the Career Center Specialist and the Curricula Development Specialist.

The consultant will deliver:

  • Contributions to weekly and monthly reports on activities performed, which should reflect the work plan for the Tunisia JOBS project
  • Specific reports relating to mission activities

Critères d'éligibilité

  • The private sector engagement & employer outreach coordinator must meet the following minimum requirements:
  • Graduate degree in education, human resource development, organizational behavior or other relevant or equivalent field.
  • At least 5 years successful BtoB business experience with HR firms, workforce development and private sector engagement.
  • Experience in two or more of the following areas: Workforce Management, workforce analytics, project management, workshop and event facilitation
  • Excellent interpersonal skills, excellent communication skills (verbal and written), outstanding management skills (including ethical management), resourcefulness, flexibility, and creative problem-solving skills
  • Fluency in French and English; proficiency in Arabic is strongly preferred.
  • Prior experience working with USAID and other USG funders.(preferred)
  • Experience with economic development or job creation projects.(preferred)
