Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Economic Recovery Specialist to join the Tunisia Coordination office.

About the job

The Economic Recovery Specialist delivers DRC’s policies and programmes within the Economic Recovery sector through providing strategic directions, technical and quality assurance support, operational guidance, capacity strengthening and troubleshooting whilst also dedicating approximately 40% of their time to provide technical support to the Danish Chamber of Commerce’ (DCC) partner(s) in Tunisia with a sector specific focus on entrepreneurship.

The person holding this position will be responsible for providing technical support and guidance for all DRC’s existing economic recovery activities with a particular focus on the ongoing Youth Inclusion and Employment Project (YIEP). The person will be the main technical focal point for DRC’s program staff as well as for DRC’s implementing partners.

This role contributes to the development of the country strategy, which is translated into procedures, SoPs, action plans and day-to-day tasks. The role provides support and technical guidance to country base operations while overseeing quality of activities. Your main duties and responsibilities will be:

 

Program Development and Implementation:

  • Develop and coordinate the implementation of the Economic Recovery strategy, in line with global / regional / country strategies
  • Provide technical guidance and assist in developing budgets for future projects
  • Support best practice economic recovery process, output, and outcome monitoring to measure programme quality
  • Provide technical advice and support to field-based teams across the project cycle (assessment, design, set-up, implementation, monitoring, learning, and reporting) to ensure high quality, timely and accountable programming in support of people of concern, via:
  • Mainstream the Minimum Economic Recovery Standards (MERS) across the project cycle
  • Carry out sector (or multi-sector) needs assessments – in particular, supporting the uptake/better use of targeted market assessment and analysis in support of economic recovery programming
  • Support field-based Economic Recovery teams to increase the participation of – and their accountability to – populations of concern
  • Participate in preparing monthly/quarterly/annual highlights/reports for donors and relevant authorities
  • Design, organize and facilitate strategic and technical workshops / trainings for DRC’s and partners’ staff as required
  • Ensure institutional knowledge management at country level (SharePoint country site / folders, and related collaborative workspaces), and ensure easy access to relevant policy, standards, resources, guidance, and tools.
  • Specific Support to YIEP:
    • Establish the criteria and design the process for shifting from a Business Model Canvas to a Business Plan.
    • Develop a Business Plan evaluation criteria.
    • Screen all submitted Business Plans of the project and attribute a score to each screened Business Plan based on evaluation criteria.
    • Provide feedback and recommendations on how to improve received Business Plans and make them strong enough to access financing.
    • Report on the result and analysis of the screened Business Plans (by sector, age, gender, region, score etc.) with a focus on lessons learned.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on issues related to the Economic Recovery sector, including liaising with Regional and HQ Economic Recovery counterparts as needed and relevant
  • Represent DRC (and DCC) externally in relevant coordination, technical, policy and advocacy forums and communities of practice
  • Actively participate in internal programme coordination meetings and ensure integration of sector activities with other sectors, in particular Protection

DCC role:

  • Provide technical guidance and support for implementing partners
  • Provide monthly reporting on meetings and progress in the field related to the acceleration of start-ups
  • Participate in preparing monthly/quarterly/annual highlights/reports based on implementing partner’s progress for the Danish Ministry of Foreign Affairs
  • Assist in the MEAL process of implementing partners for reporting purposes
  • Not a requirement, however nice to: Assist implementing partners in organizing business and job fares for start-ups as well as help connect entrepreneurs and start-ups with local and international capital providers (financial institutions, business angels, venture capital fonds, etc.)

About you

To be successful in this role we expect you to have a minimum of 3 years of practical experience in the Economic Recovery sector preferably working for an INGO. Moreover, we also expect the following:

Required

  • Master’s degree in international relations, project management, business administration, or similar studies relevant to the post
  • Up-to-date knowledge of economic recovery core concepts, technical and methodological best practices
  • Practical knowledge of market assessment and analysis, and proven ability to support market-based programming
  • Proven ability to review and assess business plans
  • Demonstrable capacity building skills
  • High degree of flexibility
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Experience working with Tunisian civil society and local/government authorities
  • Strong connections within the Tunisian entrepreneurial- and investment ecosystem
  • In depth knowledge of local start-up ecosystems and key stakeholders
  • Knowledge about and connection to the entrepreneurial venture capital ecosystem
  • Full professional proficiency in English, French

  • Skills development, i.e. business and financial skills, vocational and technical skills, and soft skills.
  • Non-financial business services, e.g. individual guidance (career counselling, mentoring, coaching), networks and market linkages, and other services (such as information provision, access to complementary protection services, etc.)
  • Financial services, e.g. cash and in-kind grants, access to formal finance and access to informal finance (e.g. though savings and loans groups).

Financial Inclusion

  • Assessment / analysis of financial markets
  • Community-based savings and lending groups
  • Financial literacy training (including digital literacy training); financial education; household financial management
  • Access to formal financial service providers (e.g. via support to meet Know Your Customer requirements, engagement with FSP to increase knowledge of and outreach to people of concern, etc.)

Contract length: 12 months

Band: G – non management
