Overall purpose of the role:
The Regional Human Resources Specialist is responsible for ensuring that DRC’s human resource management strategy and functions are carried out effectively across the North Africa region. The RHRS ensures that DRC’s Global HR Strategy and all global people policies are contextualized and implemented in the region.
The RHRS will play a key role in ensuring DRC’s Code of Conduct (CoC) mechanism is systematically implemented and functioning at country and regional level. The role will also be responsible for HR functions and daily administration in the regional office.
Geographic scope: Regional (North Africa)
This role has a regional focus on ensuring compliance to DRC’s global HR and Administration procedures within the whole North Africa regional area. The role contributes to the development of regional strategies, policies and procedures which are translated into action plans and day-to-day tasks in the Country Offices. The RHRS provides support and technical guidance to country operations while managing activities with regional scope. The RHRS has a technical line to the HR Department in DRC’s Headquarters (HQ) in Copenhagen and participates in the Global HR Advisory Group in developing and rolling out global policies and procedures.

Performance, development, well-being, compensations & benefits
- Design and roll out programs and tools to support DRC’s Specialists in managing performance of staff effectively across region;
- Assist managers and staff in understanding and using DRC’s performance appraisal tool;
- Promote consistency of management practices across the organization through advice and trainings;
- Provide support in disciplinary procedures, ensuring it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements;
- Elaborate a yearly Learning and Development plan for expatriate staff in the NARO office, and follow up with country offices that this exercise is being carried as well within their mandates;
People Planning
- Ensure that all countries in your AOR (area of responsibility) have included human capital planning as part of annual planning and budgeting process
- Ensure oversight and consistency in position titles and grades, across all field locations
Recruitment, induction and Onboarding (Expatriate Staff)
- Support management and Global HR with recruitment for selected business-critical positions (especially Senior Management positions)
- Provide technical support to local HRMs to adapt their recruitment policy to DRC’s principles, implement recruitment tools, organize large scale recruitments, etc.
- Make sure each country office is using properly HR Recruiter Talent Manager website. Provide training of the tool if necessary
- Ensure adequate induction and onboarding is provided for new staff at regional and/or country level, based on relevant DRC policies and guidelines, as well as region and/or country specific requirements.
Strategic Advice and Planning
- Contribute to the development of country, regional and global staff retention strategies and other regional policies and guidelines such as Travel Policy, Per Diem Guidelines, etc..
- Together with Regional HR Manager design a mission and a vision for the HR department of the regional office, along with setting yearly objectives in compliance with the countries’ offices needs and demands;
- Together with Regional HR Manager, participate to the elaboration of annual HR strategies in line with country strategies.
- In consultation with Regional HR Manager and the Regional Director, manage and resolve complex employee relations issues if needed.
- Provide the Regional Director with sound and effective advice on all staff issues
Administration of the North Africa Regional Office
- Assist IF NEEDED, NARO-based staff with administrative procedures, including Visa processes, work-permits, and travel arrangements.
- Provide administrative support to the HR & Admin Officer in arranging regional meetings, conferences etc. and support visitors to the NARO office with travel, visa and accommodation arrangements.
- Create and maintain employee files for expatriate staff (visas, permits, insurance, passports, contracts);
