Job purpose
With the collaboration of the media and communication manager of Fiscal and Accounting System of Tunisia (FAST Project), the role holder is responsible for design, delivery, and management of comprehensive, institutional focused, and progressive digital communication training for the Tunisian General Directorate of Taxes staff members (10 participants) . The role will be required to provide a professional level of technical instruction on digital skills to users and staff as part of a wider digital development program.
Fiscal and Accounting system of Tunisia; FAST PROJECT
The Fiscal and Accounting System of Tunisia (FAST) is a USAID-funded project supporting public finance reform (PFM) in Tunisia. FAST was launched on October 19, 2019 and focuses specifically on improving and upgrading the government’s public financial management information system (PFMS) to increase the efficiency, transparency, and predictability of public finances.
The three objectives of FAST are:
- Objective 1: Strengthen the Tunisian government’s capacity to manage public finances (75% of the overall effort).
- Objective 2: Advance business climate reforms.
- Objective 3: Improve communication, engagement, and collaboration between the government, the private sector, and civil society.
Main duties:
- To co-ordinate and deliver learning outcomes in relation to digital skills course as directed by FAST project.
- To carry out training needs analyses to inform institutional digital skills development plans.
- To evaluate staff and user’s competence in relevant digital skills and in ways that will inform assessment and successful achievement of learning outcomes for the DGI.
- To design, organize and deliver digital skills training program appropriate to the skills needed in DGI.
- To design course materials and other materials such as handouts, manuals and exercises in support of the learning process.

- Demonstrable significant experience of designing, delivering, and managing the development of group and individual digital communication manuals.
- Advanced knowledge and experience in modern information management practices, e.g. Meta data, tagging and content types.
- Advanced knowledge in the use of Bring your own device (BYOD) technologies.

- Previous relevant experience in a governmental environment.
- Previous experience and knowledge of Institutional communication.
