Job purpose

 

Under the guidance of the media and communication manager of Fiscal and Accounting System of Tunisia (FAST Project), the role holder is responsible for design, delivery, and management of comprehensive, institutional focused, and progressive training on CANVA Pro tool for the Tunisian Ministry of Finance staff members (MoF) (20 participants) . The role will be required to provide a professional level of technical instruction on digital skills to users and staff as part of a wider digital development program.

 

Fiscal and Accounting system of Tunisia; FAST PROJECT

 

The Fiscal and Accounting System of Tunisia (FAST) is a USAID-funded project supporting public finance reform (PFM) in Tunisia. FAST was launched on October 19, 2019 and focuses specifically on improving and upgrading the government’s public financial management information system (PFMS) to increase the efficiency, transparency, and predictability of public finances. Thus, the FAST project aims, under Objective 1, to strengthen the government’s capacity to execute these financial and accounting operations and to advance electronic services in order to optimize regulations, procedures, and authorizations that reduce workload and costs for businesses. 

In addition, FAST’s first objective will support the Ministry of Finance’s priority for a modern and sustainable FPMS that must provide IT solutions to achieve the above objectives.

FAST has two additional objectives, aimed at facilitating investment and trade, promoting innovation, and enhancing communication between policymakers and the public. 

The three objectives of FAST are: 

  1. Objective 1: Strengthen the Tunisian government’s capacity to manage public finances (75% of the overall effort).  
  2. Objective 2: Advance business climate reforms.  
  3. Objective 3: Improve communication, engagement, and collaboration between the government, the private sector, and civil society.

 

Main duties:

  1. To co-ordinate and deliver learning outcomes in relation to CANVA course as directed by FAST project.
  2. To carry out training needs analyses to inform institutional digital skills development plans.
  3. To evaluate staff and user’s competence in relevant CANVA skills and in ways that will inform assessment and successful achievement of learning outcomes for the MoF.
  4. To design, organize and deliver CANVA Pro tool training program appropriate to the skills needed for the MoF.

 

  1. To design course materials and other materials such as handouts, manuals and exercises in support of the learning process.

Education and qualifications
  • Degree or professional diploma in marketing and advertising or business administration
  • Attainment of a training qualification or equivalent relevant experience in training
  • Institutional Communication
Experience and knowledge
  • Demonstrable significant experience of designing, delivering, and managing the development of group and individual digital communication manuals.
  • Advanced knowledge and experience in modern information management practices, e.g. Meta data, tagging and content types.
  • Previous relevant experience in a governmental environment.
  • Previous experience and knowledge of Institutional communication.
Skills and personal requirements
  • Excellent communication – verbal, written, presentations.
  • Ability to communicate clearly and effectively at all levels and disciplines within the organization, including sharing knowledge and developing productive working relationships with stakeholders.
  • Positive approach to customer service.
  • Analytical and results orientated.
  • Pro-active and passionate about digital communication and technology.
  • Formal communications and/or customer service qualification.
