Project Description:


Family Health International is implementing Tunisian Health Center for University Research Excellence & Sustainability (CURES) project, which is funded by the US Department of State. CURES started on October 1, 2021 and is planned to end on September 30, 2024. CURES works with Sfax University, Ministry of Higher Education and Scientific Research and Ministry of Health and ther relevant stakeholders to create a modern center of excellence for NCD research and simulation-based teaching through establishment of the SFM Research and Simulation Center. FHI360 will equip the SFM research and simulation center, create linkages and partnerships with renowned U.S. research centers and universities, and support the commercialization of the center’s research. FHI 360’s partners to implement this project are Johns Hopkins University, University of Washington and BioHealth Innovation.


 


Summary of Position:


The Deputy Project Director (DPD) will support the Project Director (PD) in overseeing project implementation and will have a role in providing direct managerial and technical support to technical and nontechnical staff and partners. The DPD will assist the PD with the development and implementation of the project’s vision, strategy, and technical direction, ensuring timely progress against schedules, achievement and quality of deliverables, and quality of results. They will supervise and coordinate the technical and field activity implementation team and will serve as the secondary institutional liaison with DOS and key stakeholders. The DPD will be based at the project’s main office in Sfax with significant travel inside the country.  This position will report to the Project Director.

Duties and responsibilities


  • Provide technical and managerial oversight to the project and ensure impacts achieve the results defined in the project SOW.

  • Manage relationship with the partners, government officials and beneficiaries.

  • Analyze needs, design activities and develop work plans for the project on a regular basis.

  • Coordinate with the MEL team to collect data and generate MEL reports.

  • Coordinate with the communication team to plan communication activities and events.

  • Provide technical expertise and support annual activity work planning and adaptive management of the project as needed in accordance with the project’s objectives and targets.

  • Assist in coordinating project implementation, providing support to personnel and subcontractor management, and efficient budgeting and financial management, as needed.

  • Evaluate and document activity progress and lessons learned.

  • Assume responsibility for quality control and timeliness of deliverables.

  • Support the Project Director in representing the project to DOS and key government stakeholders, ensuring timely response to their informational, data and monitoring inquiries and requests.

  • Serve as the acting Project Director when the PD is not available.

  • Lead the tactical technical management activities for a project.

  • Organize the inter-project activities ensuring completion of the project on schedule and within budget constraints.

  • Manage and guide a team with training and developing process improvement initiatives to ensure compliance with organizational and government standards.

  • Coordinate and work with external donors/clients on technical issues and serves as a representative for the organization.

  • Develop objectives that align with strategic goals and oversees several projects for technical and compliance standards.

  • Participate in the strategic development of methods and techniques with executive management

  • Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective teamwork

Critères d'éligibilité

  • Master’s degree in public health, administration, medical field, or equivalent with a minimum of 12+ years of relevant experience managing development projects, preferably in Tunisia or the neighboring countries
  • Previous experience of at least 5 years working with the USG or other donors funded projects is preferred.
  • Comprehensive knowledge of concepts, practices, and procedures with program management and technical development
  • Strong expertise in the management of complex projects – experience with projects in the public health, collaborative scientific research projects and/or research commercialization fields a plus
  • Strong organizational, interpersonal, critical thinking, time management, planning and communication skills
  • Skilled at relationship building and network development with organizations and individuals; Ability to influence, motivates, negotiate and work well with others
  • Excellent oral and written communication skills - Must be able to read, write, and speak fluent English
  • Excellent and demonstrated organizational and problem-solving skills
  • Proficient with applicable rules, regulations, and policies associated with international development, NGOs and USG policies
  • Demonstrated experience in multi-sector project management and implementation; Demonstrated strategic planning, staff development and capacity building experience ; Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope
