Support the Head of Mission through delegated tasks and responsibilities, manage the day-to- day functioning of the capital office and team, ensure contacts with local authorities, in order to contribute to the optimal functioning of the mission. The Deputy Head of Mission replaces the Head of Mission in his/her absence.

RESPONSIBILITIES:

The Head of Mission can delegate ad hoc any responsibility to the Deputy Head of Mission depending, and taking into consideration sustainability in the treatment of different dossiers. Below there is a non exhaustive list of the responsibilities that in general the Deputy Head of Mission may undertake. Upon request of the HoM, represent MSF at all levels to negotiate terms of collaboration, defend MSF positioning, principles and values. Participate in the definition, monitoring and analysis of all aspects of MSF projects in the country / mission in accordance with MSF operational strategies, namely

  • Participate in the analysis of the social, political and humanitarian situation of the country, the consequences of a potential MSF intervention, evaluating the risks undertaken by MSF in the field.
  • Participate in the definition of the programs in terms of objectives, activities, indicators, financial, material and human resources needed.
  • Support the Head of Mission in the preparation of project proposals.
  • Provide support to all project coordinators in project management, preparation of project reports
  • Coordinate and activate the emergency response procedure when necessary, participate in exploratory missions.
  • Provide individual follow up to the Management Coordination team (guidance, support, advice and appraisals, identification of training needs, debriefings and end of mission evaluations )
  • Participate in the definition of the mission’s security policy and check compliance of security rules, maintaining a network of information allowing the monitoring of developments in risks and threats
  • Support the HoM to ensure the continuity and consistency of the implementation in Project(s) in Libya.
  • Ensure effective networking and representation of MSF operations in Libya and Tunisia, understanding of key stakeholders for MSF humanitarian representation for smooth engagement ;
  • Upon delegation by HoM, to act as the representative of MSF towards authorities in Libya at national level;
  • Activity reporting: Ensure timely and appropriate reporting, including regular operational reporting on the Mission’s work to local authorities (Libya and Tunisia) as well as project reporting ;
  • Support the communication regarding operations; upon request by HoM, act as the spokesperson on behalf of MSF towards Arabic media channels
  • Upon request by PC, or as per required by HoM when necessary, provide support to Project(s) in Libya in these areas:
  • Mediate cultural gaps between International and National staff
  • Sensitisation of and refresher to all staff on the MSF humanitarian principles and values
  • Ensuring the continuity and stability of the project, including covering the PC gap.
  • In coordination with the Project, Support in facilitating & negotiating the access for the Project(s)’ operations through official channels and/or any other relevant networks developed;
  • Liaise on behalf of the Coordination in Tunis with the lawyers and/or legal advisor(s) in Libya for issues including but not limited to registrations, visas, labour disputes, taxation, etc.

 

Critères d'éligibilité

  • Education : University degree.
  • Experience : +10 years living experience in Libya Operation experience in MSF or other INGOs highly preferable
  • Languages : Arabic (modern and Libyan) is a must; English is mandatory
  • Knowledge : In-depth and up-to-date political, military, and cultural dynamics of Libya
  • Nationality : Libyan or individual with Libyan working permit
