Mission Title: Training on CSO Strategy-Building for Constitutional Advocacy in Libya

Contract Duration: 5 days, 15-19 January 2016

Location: Sfax-Tunisia

 

Background:

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide.

DRI is implementing a project to support the democratic constitutional process in Libya with funding from the British Foreign and Commonwealth Office in the period June 2015 – April 2016. The aim of the project is to provide technical expertise and legal advice to the Constitution Drafting Assembly (CDA) based on comparative models and international standards. It also aims at promoting the participation of Libya’s civil society organisations in the constitution-making by providing them with training, technical support and a space for interaction with the CDA.

As an element of the ongoing project, DRI will conduct a strategy-building and multilateral coordination workshop for Libyan CSOs, who are active in constitutional advocacy. The aim of the workshop is to enable Libyan CSOs to advocate for their constitutional aspirations and promote public participation in the constitution-making process more effectively.

The project therefore requires the services of an experienced trainer to assume a role in providing a theoretical and methodological framework, technical tools and information on advocacy best practices for a newly established coalition of Libyan CSOs, aiming at coordinating and synergising the efforts of partners in constitutional development.

 

Duties and Responsibilities:

  • Prepare a 3-day interactive training module on coalition-building, joint advocacy and promotion of public participation.
  • Provide the training module for a group of 20-25 Libyan CSO representatives.
  • Facilitate and validate the building of a 6-months coordination and communication plan for coalition members.
  • Provide individual consultations for coalition members – upon their requests – during the mission’s period.
  • Provide a pre and post evaluation questionnaires for the training.
  • Provide a comprehensive mission report within 15 days of the completion of the mission.

Critères d'éligibilité

  • Post graduate relevant degree preferably in political sciences or public law
  • At least 10 years of experience in training CSOs on advocacy and promotion of public participation.
  • Good experience in coalition-building and CSO multilateral cooperation and coordination on issues pertaining to democratisation
  • Previous experience in training Libyan CSOs on relevant subjects
  • Good understanding of grassroots movements and community organising in the Libyan context
  • Excellent command of English. Arabic is an advance
  • Excellent writing and reporting skills
  • Good knowledge on CSO comparative good practices in advocacy and promoting public participation
