About us

The Danish Refugee Council is an independent International Non-Governmental Organisation (INGO) working on all aspects of forced displacement in more than thirty countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) and to promote durable solutions to the problems of forced displacement on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

In 2018, in connection with a global organizational restructuring process, DRC established a North Africa Regional Office (NARO), based in Tunis. Led by a Regional Director the office oversees, supports and provides strategic directions for DRC’s country offices within the region, which currently includes Tunisia, Sudan, Algeria and Libya – but with potential expansion in the coming years.

Overall purpose of the role

The Danish Refugee Council (DRC) is seeking an experienced Human Resources Coordinator to help develop a newly established Regional Office in Tunis and to provide professional guidance and support to DRC’s country operations within the North Africa Region.

The Regional Human Resources Coordinator is responsible for ensuring that DRC’s human resource management strategy and functions are carried out effectively across the North Africa region. The RHRC ensures that DRC’s Global HR Strategy and all global people policies are contextualized and implemented in the region.

The RHRC will play a key role in ensuring DRC’s Code of Conduct (CoC) mechanism is systematically implemented and functioning at country and regional level. The role will also be responsible for HR functions and daily administration in the regional office.

Geographic scope: Regional (North Africa)

This role has a regional focus on ensuring compliance to DRC’s global HR and Administration procedures within the whole North Africa regional area. The role contributes to the development of regional strategies, policies and procedures which are translated into action plans and day-to-day tasks in the Country Offices. The Regional HR Coordinator provides support and technical guidance to country operations while managing activities with regional scope. The Regional HR Coordinator has a technical line to the HR Department in DRC’s Headquarters (HQ) in Copenhagen and participates in the Global HR Advisory Group in developing and rolling out global policies and procedures

Main responsibilities

  • HR/Admin technical support and compliance 
    • Make sure that each country within the region has an updated HR manual that complies with local labor law. 
    • Offer a technical support to HR Managers of each country to review their HR and Admin policies and procedures. Make sure that those HR and Admin policies are effective, fair, transparent, and promote equal opportunities.  
    • Follow up the correct implementation of DRC Dynamics and the quality of the data entered in the system. 
  • Performance, well-being, compensations & benefits 
    • Design and roll out programs and tools to support DRC’s managers in managing performance of staff effectively across region 
    • Assist managers and staff in understanding and using DRC’s performance appraisal tool  
    • Promote consistency of management practices across the organization through advice and trainings 
    • Provide support in disciplinary procedures, ensuring it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements 
  • Compensation and Benefits 
    • Monitor countries’ compensation and benefits positioning to ensure organizational competitiveness in local talent markets  
    • Support HR Managers in the analysis of benchmarking reports and the design of new salary grids; Support implementation of DRC’s new Compensation policy, including salary progression 
  • People Planning  
    • Ensure that all countries in your AOR (area of responsibility) have included human capital planning as part of annual planning and budgeting process
    • Ensure oversight and consistency in position titles and grades, across all field locations 
  • Recruitment, induction and onboarding 
    • Support management and Global HR with recruitment for selected business-critical positions (especially Senior Management positions) 
    • Provide technical support to local HRMs to adapt their recruitment policy to DRC’s principles, implement recruitment tools, organize large scale recruitments, etc. 
    • Make sure each country office is using properly HR Recruiter Talent Manager website. Provide training of the tool if necessary 
    • Ensure adequate induction and onboarding is provided for new staff at regional and/or country level, based on relevant DRC policies and guidelines, as wellas region and/or country specific requirements. 
  • Strategic Advice and planning 
    • Contribute to the development of country, regional and global staff retention strategies. 
    • Collaborate with countries Senior Management Teams in the analysis of their organizational structure to insure consistency, coherency and efficiency.  
    • Together with HR Managers, participate to the elaboration of annual HR strategies in line with country strategies. 
    • In consultation with HQ HR department and the regional director, manage and resolve complex employee relations issues if needed.  
    • Provide the Regional Director with sound and effective advice on all staff issues  
    • Translate DRC’s global HR strategy and HR projects into action plans at Country level and follow up with their correct implementation 
    • Participate in DRC’s HR Advisory Group to support global policy development and feed issues up to global HR 
  • Code of Conduct implementation
    • Act as Registrar for DRC’s Code of Conduct Reporting Mechanism in North Africa ensuring all complaints/allegations are properly recorded and presented to the Intake Committee members   
    • Work with the country offices to ensure DRC’s Code of Conduct and associated processes are prioritized and systematically implemented across the North Africa region 
  • Administration of the North Africa Regional Office 
    • Assist NARO-based staff with administrative procedures, including Visa processes, work-permits, and travel arrangements.  
    • Provide administrative support in arranging regional meetings, conferences etc. and support visitors to the NARO office with travel, visa and accommodation arrangements.  
    • Undertake other administrative tasks relating to the NARO   

Conditions :

  • Availability: December 2018. 
  • Duty station: Tunis, Tunisia. The position will require some travel, including to country offices within the region and to DRC’s HQ in Denmark.  
  • Contract: 1-year contract with possibility of extension dependent on funding and performance.  
  • Salary and conditions are in accordance with the Danish Refugee Council’s Terms of Employment for National Staff.

شروط الترشّح

  • University degree in Human Resource Management, Business, Social Science Degree specializing in Human Resources
  • Minimum 5 years working experience in Human Resources, preferably within an NGO
  • Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes
  • Extensive knowledge on local labor law
  • Excellent skills in handling and advising on complex people management issues
  • Experience in developing Human Resources strategies and policies, and driving implementation
  • Experience using an online system for recruitments
  • Proficiency in English, French and Arabic
