Overall purpose of the role:
To provide technical support for all protection monitoring and PSS activities, including the collection (both through mobile devices and in hard copy), storage in hard copy and soft copy and analysis of protection information and well as psychological first aid, referral pathways and provision of material assistance. The Protection Officer will ensure compliance with the DRC Information Sharing Protocol at all times
Responsibilities:
Programme Planning and Implementation
- Supervise the collection of protection data, ensuring that Protection Monitors are using approved DRC methodologies, the correct systems and approaching communities in a sensitive and culturally appropriate way.
- Manage the work of incentive-based Protection Focal Points to ensure that they are providing regular updates on protection information as needed, including daily phone checks.
- Assist the Protection Manager in creating work plans for the teams to ensure that all locations are covered on a standardized number of visits with sufficient use of different methodologies.
- Summarize transcripts/notes from focus group discussions and submit to the Protection Manager on weekly basis for review.
- Oversee the submission of Key Informant Interviews and Direct Observations by Protection Monitors from mobile devices to SurveyCTO (the software) in coordination with the relevant staff.
- Provide technical support to Protection Monitors on the receipt and transfer of information, according to DRC’s Information Sharing Protocol
- Support the relevant Information Management/M&E staff on downloading files from SurveyCTO to Excel and uploading from Excel into PowerBI
- Review the charts and tables in PowerBI and analyse results to produce written information on trends
- Flag any individual cases that come forward while Protection Monitors are carrying out Protection Monitoring activities in the community to the PSS Assistants for follow up
- Supervise the provision of psychological first aid by PSS Assistants to ensure that individuals receive appropriate support and that beneficiaries are not re-traumatized.
- Oversee service mapping in all areas of operation and establish links with partners in order to provide accurate information to individuals in need of support.
- Provide technical support to PSS Assistants on the receipt and transfer of information, according to DRC’s Information Sharing Protocol
- Ensure the confidentiality and security of all information in both hard copy and soft copy, including overseeing the storage and transfer of information, according to DRC’s information sharing protocol
- Conduct regular visits to assigned field locations and support protection staff in their activities
Reporting
- Ensure that Protection Monitors and PSS Assistants submit detailed notes from all activities and translate where necessary to be sent to the Protection Manager
- Coordinate with the Protection Manager on the production of the Protection Monitoring monthly report to ensure that the systems have been properly used, that sufficient information is available for analysis on PowerBI and that that Team Leader has received detailed summaries of all focus group discussions
- Develop and maintain referral pathways with key partners providing specialized protection support such as access to documentation and health services
- Maintain an individual database for psychosocial support, ensuring that all individuals receive timely follow up
Coordination
- Where requested by the Team Leader, liaise with DRC logistics staff to ensure that transport is organized in sufficient time in advance for all Protection Monitors to cover the locations needed according to the workplans
- When needed, liaise with the Protection Manager to ensure that Protection Monitors have flagged individual cases and that the Protection Manager is aware of the situation
HR
- Ensure adequate support and capacity building is provided for delivery of high quality protection monitoring activities
- Ensure adherence to DRC’s national staff policy guidelines and ensure adherence by all direct reports
- Comply with DRC’s Code of Conduct at all times and ensure adherence by all direct reports
- Engage in recruitment process for new protection staff as appropriate (e.g. Job Description, Vacancy Announcement, Interview etc)
- Support in induction process for new staff – responsible for induction process for direct reports and provide general support for induction for new staff if and when relevant.
