We are looking for a highly qualified independent Field Administrator Officer to join DDG office in Ben Guerdane, Tunisia. 

Who are we?

Danish Refugee Council (DRC) is an international non-governmental organisation, which promotes and supports durable solutions to the problems faced by vulnerable people affected by conflict and instability all over the world.  Danish Demining Group (DDG) is the branch of DRC that focuses on human security programming.  DDG strives to identify safety and security needs from the perspective of those living with conflict and to help them find non-violent solutions.  These go beyond traditional mine action activities to include Armed Violence Reduction (AVR).  AVR programming specifically seeks to engage communities in developing durable solutions to local safety and security challenges.

DRC/DDG has been working in the region in Libya and Tunisia since 2011.  In 2014, DDG started a project in border towns in southeast Tunisia to address community security and resilience, aiming to improve relationships between communities and security providers and mitigate the risks facing local youth.

About the job

The Field Administration Officer, in coordination and cooperation with project staff, supervised by the Field Coordinator and technical line managers, is expected to:

  1. Ensure compliance with all DRC procurement policies and guidelines
  2. Ensure effective operation and management of DRC’s offices and assets
  3. Oversee proper management of DRC vehicles
  4. Ensure adherence to DRC’s finance policies and procedures
  5. Support the Human Resources department with management of local files and processes

Duties and Responsibilities

Procurement

  • Maintain the procurement system in compliance with DRC’s Procurement Policy
  • Update the orders database for local offices
  • Maintain the supplier database
  • Collect quotations
  • Ensure that the filing system to record and archive all procurements is rigorously maintained
  • Ensure all technical requirements of supplies/goods are met

Administration

  • Update local office inventory lists on a monthly basis; conduct regular physical inventory check
  • Ensure that the offices and guesthouse have necessary supplies, e.g. drinking water, gas etc.
  • Monitor service contracts
  • Perform general clerical duties, including photocopying, filing and mailing
  • Book hotel reservations
  • Translation of short documents between Arabic and English

Fleet Management

  • Oversee safe operation and servicing of the vehicle in coordination with the Driver
  • Schedule and oversee timely movements of the driver, i.e. for airport transfers
  • Ensure proper recording on fleet management (e.g. log books, fuel consumption etc) according to DRC’s Logistics Reporting policy

Finance

  • Compile all financial records and accounts and ensure supporting documents are complete
  • Make timely payments according to properly documented and authorized requests, including national staff salaries and suppliers/partners’ invoices.
  • Manage cash advances, ensuring timely settlement and that proper documentation is provided
  • Count the cash on a daily basis and reconcile with the balance of the cashbooks
  • After receiving the corrected cash books, scan all vouchers and cash/bank statements

Human Resources

  • Timely collection and filing of timesheets and leave requests
  • Coordination between staff and HR Tunis for Health Insurance reimbursements and claims
  • Timely distribution of pay slips and employment contracts
  • Coordination with labor office for advertisements and publication of vacancy announcements
  • Coordination with CNSS office in case of need of history or other documents

We offer

DRC will offer the successful applicant a3 months contract, renewable dependent on both funding and performance. You must be available to start work from 10/07/2017 and be willing and able to work inBen Guerdane, Tunisia.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.ngo under Vacancies. This position will be placed at level C1.

  • Strong organizational skills
  • High degree of computer literacy, particularly with Microsoft Excel
  • Highly collaborative and eager to work in a team environment
  • Highly self-motivated
  • Results-oriented
  • Dedicated to producing timely and high-quality outputs
  • Able to maintain high degree of effectiveness while working under pressure
  • At least 2 years of NGO field experience in a similar position
  • University degree in Logistics & Supply Chain, Business Administration, or other related field 
  • Excellent writing and communication skills in English, Arabic, and French
