Project Background:

The USAID TAHSEEN Project supports the Government of Tunisia (GoT) to improve public financial management.  TAHSEEN focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances.  The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Finally, TAHSEEN works to strengthen communication between policy makers and the public to build a common understanding of the constraints to—and opportunities for—economic expansion.

 Purpose:

The Capacity Building Advisor, in close coordination with the GoT, primarily the Ministry of Finance (MOF), will develop an overall plan for skill building to support the PFMIS rollout.

Responsibilities and Key Tasks:

  • Develop GoT staff training plan.
  • Support establishment of dedicated PFMIS training team within MOF HR department.
  • Support GoT training team to develop curricula and a module-specific plan for sequencing training GoT staff on data entry and data analysis, and a Training of Trainers for expansion of training to ministries, departments, and agencies for each new module.
  • In coordination with the GoT and the Ministry of Local Affairs, develop a PFMIS decentralization strategy.
  • Support GoT officials to plan and conduct dialogue sessions, including mock events, and develop skills on how to use the findings to inform policy reform efforts and maintain communication with participants.
  • Other duties as requested.

Critères d'éligibilité

  • At least 8 years of experience, including significant training and capacity building experience.
  • Bachelor’s degree (or equivalent) in Business, Public Administration or related field of study. Advanced degree preferred.
  • Experience managing capacity development projects and in designing and providing training. Experience with course/curriculum and materials development preferred.
  • Experience with capacity building for civil servants preferred.
  • Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
  • Oral and written fluency in English. French and Arabic experience preferred
