Project Background:

The USAID TAHSEEN Project supports the Government of Tunisia (GoT) to improve public financial management.  TAHSEEN focuses specifically on enhancing and upgrading the government’s public financial management information system (PFMIS) to increase the efficiency, transparency, and predictability of public finances.  The project strengthens the government’s capacity to carry out fiscal, budgetary, and revenue collection mandates and advances electronic services to optimize regulations, procedures, and authorizations that reduce the cost and time burden on businesses, facilitate investment and trade, and promote innovation. Finally, TAHSEEN works to strengthen communication between policy makers and the public to build a common understanding of the constraints to—and opportunities for—economic expansion.

Purpose:

The IT Project Director will play a key role in enhancing the capacity of the GoT to manage public finances by providing technical expertise and overall project management of key IT project activities.

Responsibilities and Key Tasks:

  • In coordination with Objective One Lead, manage activities aimed at enhancing the capacity of the GoT to manage public finances.
  • Contribute to Public Financial Management Information System (PFMIS) diagnostic in collaboration with relevant GoT stakeholders.
  • Work with TAHSEEN team to design all architectural aspects and business process for the
  • Design and implement core PFMIS modules (and help update existing modules if required to help PFMIS modules achieve full operationality).
  • Provide quality assurance tests to ensure operability of PFMIS modules.
  • Manage migration of data from existing IT system to the new or enhanced system.
  • Assist in development of trainings to build MOF staff capacity to use new or enhanced system.
  • Other tasks as required.

Critères d'éligibilité

  • At least 9 years of professional experience, including progressively responsible IT project management or similar experience.
  • Bachelor’s degree (or equivalent) in Computer Science or related field of study. Advanced degree preferred.
  • Experience with IT project management and software development required.
  • Experience with USAID projects preferred. Experience with international donor-funded projects also an advantage.
  • Oral and written fluency in English. French and Arabic experience preferred.
