Project Background

 Tunisia has been a popular tourist destination for Europeans for a long time, offering affordable all-  inclusive packages with flights and accommodations. European tour operators mainly focus on coastal   cities known for their beautiful beaches, sunny weather, and reasonably priced luxurious hotels.  However, in light of new global trends, Tunisia has started engaging in policy dialogues to reconsider its   tourism strategies. The aim is to promote new types of tourism that prioritize sustainable projects based   on cultural and environmental alternatives. The tourism industry in Tunisia urgently needs to improve and   diversify the quality of its offerings to meet the expectations and demands of new customers.  There is a growing market of travelers seeking nature and recreational/adventure experiences, which   provides an opportunity for Tunisia. These travelers are less affected by the region’s political unrest and   are primarily interested in engaging in outdoor activities to experience the natural attractions. This creates   economic benefits for local communities. 

 The current project acknowledges the challenges of alternative tourism and recognizes the potential of   Civil Society Organizations (CSOs) as key supporters of the sector.  

 This project is implemented by Leaders International in partnership with Museum Lab, funded by the   European Union. 

Objective 

The TANIT project aims to strengthen the role of CSOs in governance and advocacy for alternative  tourism in Tunisia. These CSOs, made up of local businesses and individuals, have established  credibility and provide strong support to SMEs involved in sustainable tourism. They are well connected  with local providers such as artisans, guesthouses, and outdoor sports organizers, and can play a key  role in promoting this sector and creating favorable public policies. The project is based on two main  axes: strengthening the capacities of CSOs to ensure their sustainability and their role in proposing  alternative tourism. 

Activity 

LI is currently seeking a mapping expert to spearhead the identification process of civil society  organizations operating in the designated regions of Tunisia, with a particular emphasis on those actively  engaged in tourism, ecotourism, ecology, sustainable development, gender, and human rights. Key  activities for this role entail conducting on-site visits, surveys, and in-depth research to pinpoint existing  organizations within the region and meticulously document their activities and initiatives. The mapping  expert will serve as a crucial conduit for enhancing the visibility of these organizations, constructing a  comprehensive database, and furnishing valuable insights to advance the development of sustainable  tourism and ecological practices within the specified regions. 

Scope of Work 

The scope of work for the mapping expert includes: 

  • Developing selection criteria for identifying potential beneficiaries from civil society organizations  (CSOs) for the project. 
  • Crafting the call for expressions of interest. 
  • Facilitating pre-selection meetings. 
  • Conducting field visits across regions to evaluate the capabilities of CSOs. 
  • Undertaking surveys and research to gather data on pre-selected CSOs. 
  • Generating a comprehensive map detailing the activities and initiatives of identified CSOs. Establishing an extensive database of identified CSOs, encompassing their goals, undertakings,  target demographics, and societal impact. 
  • Offering insightful analysis on identified CSOs and their significance in the realms of tourism,  ecotourism, ecology, and sustainable development. 
  • Delivering findings and recommendations to members of the steering committee. Overseeing the selection process and preparing correspondence for both selected and  unsuccessful CSOs. 

Deliverables

As a CSO Mapping Expert, your responsibilities will include: 

  • Selection Criteria Document: A detailed document outlining the criteria used for identifying  potential beneficiaries from civil society organizations (CSOs) for the project. 
  • Call for Expressions of Interest: A well-crafted call for expressions of interest tailored to attract  CSOs relevant to the project’s objectives. 
  • Pre-Selection Meeting Reports: Reports summarizing the discussions and outcomes of pre selection meetings facilitated by the mapping expert. 
  • Field Visit Reports: Detailed reports documenting observations and evaluations from field  visits conducted across regions to assess the capabilities of CSOs. 
  • Comprehensive CSO Activity Map: A detailed map illustrating the activities and initiatives of  identified CSOs, providing a visual representation of their geographical distribution and focus  areas. 
  • Findings and Recommendations Report: A comprehensive report delivering findings and  recommendations derived from the mapping expert’s analysis and assessments, presented to  the steering committee. 
  • Selection Meeting Report: Reports summarizing the discussions and outcomes of pre selection meetings facilitated by the mapping expert. 
  • Selection Process Documentation: Correspondence and documentation related to the  selection process, including notifications sent to both selected and unsuccessful CSOs, along  with any additional correspondence necessary for transparency and accountability. 

Duration of Work 

 25 working-days 

Qualifications Required

  • A bachelor’s or master’s degree in a relevant field such as sustainable development, tourism  management, or a related discipline. 
  • Proven experience in conducting mapping projects, preferably related to civil society  organizations (CSOs), tourism, ecotourism, ecology, or sustainable development. Experience in developing selection criteria and conducting assessments of organizations or  projects. 
  • Familiarity with fieldwork, including conducting site visits, surveys, and research in various  regions. 
  • Previous involvement in facilitating meetings or workshops, particularly related to pre selection processes. 
  • Strong research skills and ability to gather and analyze data effectively. 
  • Excellent written and verbal communication skills in English, French and Arabic for crafting  documents, reports, and presentations. 
  • Competency in data management and database creation for organizing information on  identified CSOs. 
  • Knowledge of the local context, including socio-economic factors, environmental issues, and  sustainable tourism trends in Tunisia. 
  • Familiarity with relevant regulations and policies governing civil society organizations and  development initiatives. 
  • Cultural sensitivity and adaptability to work in different regions and communities within  Tunisia.
