Background:

The Technical Assistance of the Civil Society Facility South (CSF South) is a European Union (EU) funded regional program implemented since 2013 by a team of experts, namely; a Team Leader, Monitoring and Evaluation Expert, Capacity Bulding Expert and Communication and Networking Expert. Its goal is to enhance the effectiveness of EU cooperation and policy dialogue with its Southern Mediterranean partners, aiming at increasing the involvement of Civil Society Organizations (CSOs) and other non-state actors (NSAs) in sector policy dialogue by combining both national specificities and regional dynamics. The expected results of the CSF have been spelled out in five components:

Analytical mappings of CSOs,  at the national level for a few countries and regionally on priority themes, (completed);

Capacity building modules are to be developed and implemented to upgrade CSO skills and competencies on regionally relevant thematic areas and policy issues, (June 2015 to November 2017);

Monitoring and guidance is to be extended to grantees under the Call for Proposals (CfP) EuropeAid/131140/C/ACT/Multi in coordination with the supporting organizations (or lead grantees) of the different consortia, (March 2015 until November 2017);

Multi-stakeholder consultation exercises are to be prepared and conducted by promoting networking among CSOs (individual; platforms; alliances; networks) as well as between civil society and individual national authorities, (June 2016-November 2017);

Recognition of the role of CSOs is to be enhanced in particular through the use of information technology in terms of new communications and networking approaches, (June 2016-November 2017).

Scope of Work:

The Monitoring and Evaluation Expert will be providing support in monitoring and evaluating for ongoing projects of the CSFS and its partner CSOs. The incumbent will be responsible for overall M&E and learning needs of the project and will come up with findings based on real data to show performance of the projects. The incumbent will also help CSOs in strengthening its M&E functions based on his/her experiences from the project. M&E of the projects will be an assessment as well as support function hence the CSFS stakeholders will get support through M&E findings in enhancing flow of information and its management. The incumbent will play role in promoting of key learnings for the improvement of the project and for wider leaning of the organisation.

Responsibility and Expected Outputs:

  • As necessary review the mappings reports and extract relevant data for of knowledge building and knowledge sharing to be included and disseminated via CSFS new website.
  • Prepare Project Monitoring and Evaluation Framework
  • Provide M&E support to the EU funded grantees to strengthen their monitoring and evaluation capacities (demand based).
  • Ensures effective management of the monitoring and evaluation process, focusing on the following:
  • Review the quality of existing data sources from the carried out mappings, the methods of collecting them and the degree to which they will provide good baseline data for end of project evaluations; based on this review consult to develop approaches to address identified gaps and identify remedies and practical solutions
  • Prepare short briefs on most important results of the programmatic interventions, e.g. capacity building, and mappings for inclusion to CSFS website
  • Extract data and qualitative stories from partner CSOs field activities
  • As requested conduct training on monitoring and evaluation methodologies, train on reporting, accountability and basic organizational rules
  • Prepare qualitative data regarding the grantees ongoing projects.
  • Prepare for internal light evaluation for the fellowship programme 2016 for best practices.

SPECIFIC RESPONSIBILITIES

Monitoring:

  • Develop project monitoring plan (PMP) of the projects in line with project LFA and in consultation with the CSFS Team Leader, TA Team and Partner CSOs.
  • Engage with CSOs to collect and manage essential data of their respective projects
  • Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings (demand based)
  • Provide Monitoring tools to EU funded grantees and based on made demands.

Evaluation:

  • Assist the CSFS in designing, coordinating and conducting project evaluations
  • Conduct necessary workshops Post Implementation Monitoring Survey (PIMS)
  • Support partners in designing and disseminating research studies by providing relevant input

Reporting and Documentation

  • Assist TL in developing quantitative and qualitative statistical reports on the CSFS
  • Develop and share field visit reports with relevant partners
  • Provide relevant key reports for uploading on CSFS website

Learning and Sharing

  • Share learning from M&E process with the TA Team for further programming
  • Support partners in improving learning and sharing mechanisms in their projects

Duration and start of the Assignment:

As soon as possible and the assignment will last for two months from signing the contract, subject to extension. The expert is expected to assume an average 15 work days per months.

Critères d'éligibilité

  • Master Degree in Policy or Social Sciences, with 10 years M&E related experience in the field of NSA and SA dialogue and policy works, preferably in the MENA region.
  • 10 years M&E related experience in the field of sectoral policies;
  • Extensive knowledge of monitoring and evaluation methodologies i.e. both quantitative and qualitative data collection, processing and analysis;
  • A strong background in sectoral policies, wherein systematic input, output and process data were collected and used to guide programming;
  • Knowledge of sampling and questionnaire design;
  • Experience in designing and implementing M&E;
  • Ability to contribute to strategic planning, results-based management and reporting;
  • Ability to formulate and monitoring of policy and dialogue projects;
  • Demonstrate good oral and written communication skills in Arabic and English;
  • Demonstrate openness to change and ability to manage complexities;
  • Ability to work in a team.
