Position Location: Tunisia

Position Summary 
Creative Associates seeks an experienced Monitoring, Evaluation, Adaptation, and Learning Manager (MEAL) for a USAID-funded project that seeks to support Tunisian citizens to act and advocate for specific issues and effect change at the local, regional, and national level in advancing Tunisia’s development and to build the legitimacy and sustainability of the civil society sector. Under the supervision of the Chief of Party –,the MEAL Manager is responsible for helping to inform program strategy through atmospheric reporting, for all monitoring  evaluating and learning initiatives for current and future activities, for providing accountability and ensuring efficiency and success from start to finish. S/he will be responsible for establishing, modifying, and monitoring key performance indicators to report and record progress for specific activities in relation to the overall project LogFrame. S/he also oversees regular project progress reports and will collaborate with the DCOP-Program to prepare weekly and quarterly reports. The MEL Manager will serve as the point of contact for regular client reporting and work closely with the COP and program teams. 

Responsibilities

Reporting Line and Responsibility 

The MEAL Manager reports to the Chief of Party and supervises the MEL Officer.  

 

Primary responsibilities: 

  • Oversee the development of all monitoring and evaluation deliverables. 
  • Manage all aspects of project’s  data collection, analysis, and reporting on performance indicators by project team members and project counterparts. 
  • Develop,  and update the AMELP  to monitor the achievement of indicators targets and examine project progress towards desired outcomes and impact. 
  • Work with the Program Team to develop MEL plans for each new activity in the activity development phase.  
  • Analyze relevant data on project indicators for contractual reports and visualize findings from data as needed. 
  • Conduct periodic training for project staff, stakeholders, and/or partners. Share information to help them monitor the progress of their work and use the data for strategic decision-making including training field staff on using Kobo for data collection and troubleshooting any issues faced by them. 
  • Evaluate grantees’ progress in implementing grant monitoring and evaluation plans, and coordinate with grantees and other staff to ensure that monitoring and evaluation data and final reports are provided for the COP’s review. 
  • Ensure quality and streamlined data entry in Creative corporate web-based MEL platform MEDAL (Monitoring and Evaluation Database for Adaptive Learning);  
  • Coordinate with regional project’s field staff to receive partners datasets, populate MEDAL, building global dashboards, suggest changes and improvements to data structuring and collection;  
  • Analyze data and create user-friendly dashboards in MEDAL (using Power BI) 
  • Oversee the writing of weekly technical reports and success stories for the clients and serves as point of contact on all clients’ M&E requests. 
  • Spearhead the writing of the quarterly report and other M&E deliverables. 
  • Manage all inputs and changes to the AMELP including setting out specific quantifiable performance indicators and targets for overall objectives. 
  • Develop and refine methodology for field data collection, surveys, and survey instruments. 
  • Contribute to the design and implementation of evaluation initiatives. 
  • Utilize critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up. 
  • Work with field officers Tunisia to collect information from field-based interviews and/or focus groups with beneficiaries. 
  • Conduct quantitative and qualitative data analysis and write research reports. 
  • Ensure quality of data collected through periodic verification procedures including routine data quality audits. 
  • Validate partners reports; 
  • Conduct project site visits to collect and validate quantitative and qualitative data; including site visits for secondary verification of data results; 
  • Integrate gender and youth data into MEL by identifying key GESI indicators and ensuring lessons learned are collected to inform future program design and implementation; and 
  • Supports the project’s Collaborating, Learning, and Adapting (CLA) approach. 

Qualifications

Qualifications 

  • Bachelor’s degree in international development, social science, economics, or related field required, Master’s degree preferred. 
  • Seven  years of demonstrated experience in stabilization programming and knowledge of the context in Tunisia. 
  • At least five years of experience with program management, with three years of reporting, research, MEAL, and management of staff.  
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access, Excel. 
  • Knowledge of USAID policies, procedures, and reporting requirements preferred 
  • Ability to analyze political work, define problems, collect data, establish facts, draw valid conclusions, and the ability to think innovatively. 
  • Speaking and writing fluency in French and Arabic required, English proficiency preferred.
