Position Summary:
The Chief of Party will be responsible for overall project management, quality and timeliness of deliverables, external representation, and coordination with USAID COR. S/he will be responsible for establishing an office in Tunisia, recruiting Core Staff, and managing a network of qualified professionals to serve as short term technical advisors. The Chief of Party will provide strategic vision for managing the Activities and will ensure the quality of work and compliance with contractual obligations and results, and will be responsible for the quality and performance of work that is sub-contracted to other partners.
Reporting & Supervision:
The Chief of Party will report to the Project Director based in Washington, DC.
Expected Outcomes:
- In line with USAID’s CDCS for Tunisia, BRCP II will create 70,000 jobs in five years, by providing technical assistance to select private sector firms to identify and overcome specific business constraints to make them more competitive, generate an increased demand for their products and services leading to new hiring;
- Improve the match between skills demand by the labor market and the training provided by educational institutions in Tunisia;
- Improve Tunisia’s business enabling environment in selected, priority growth sectors;
- Communicate the initiatives and impacts of BRCP II related to job creation, with a particular focus on youth (15-35 yo).
Primarily Responsibilities:
- Lead the overall technical, financial and administrative performance of the contract, including program planning and execution, budgeting, and M&E;
- Supervise program progress and coordinate program activities across Tunisia;
- Manage in-country staff to ensure that the program is achieving all deliverables;
- Work in partnership with the Project Director in the home office. Engage in frequent, routine communication so that the Project Director is aware of both progress and potential issues, and solicits assistance and input as needed to ensure that performance meets or exceeds technical and financial contractual requirements;
- Be responsible for maintaining and nurturing Creative’s relationship with USAID, governments/ministries, private sector clients and other stakeholders;
- Ensure timely reporting including, quarterly, and annual and M&E reports; and
- Implement Creative’s security protocols and provide leadership in security-related issues.
