JOB BRIEF :

The Country Director works directly with the North Africa Program and Regional Hub Director (NAPRHD) representing the United States Institute of Peace (USIP) in Libya. The Country Director is based in Tunis, Tunisia, and manages operations and supports programmatic activity the Institute undertakes in Libya in close coordination with NAPRH Director. As directed by the NAPRHD, the Country Director will represent USIP to the Government of Libya international entities, local and international assistance providers, local civic and political leaders, the Libyan public, and civilian and military officials of the United States Government (USG).

Major Duties and Responsibilities

Program Development:

· Working with the North Africa Program and Regional Hub Director (NAPRHD) to identify program opportunities in Libya, based on thorough needs assessment and in line with USIP mandate and strategy.

· Manage some programs while providing oversight over others.

· Manage the exploration of potential new programming and interagency agreement (IAA) opportunities that are aligned with USIP program strategy.

· Assist in design program interventions, including new and innovative initiatives to support peacebuilding efforts.

· Assist in efforts to effectively monitor and evaluate USIP’s Libya programs and document program learning.

· Facilitate effective communications between USIP’s Libya and HQ offices regarding program activities.

· As directed by the NAPRHD, oversee, and deliver monthly, quarterly, and annual reporting for both internal and external project stakeholders, including responsibility for the development, editing and timely submission of any donor progress reports that may be required, including coordinating with USIP Headquarters (HQ) and/or regional counterparts who are providing key inputs.

Representation and Communications:

· Act as a main focal point for USIP’s partners in Country.

· Share lessons learned and coordinate experience exchanges with colleagues within the Middle East North Africa Center, as well as with other regional and thematic centers.

· As directed by the NAPRHD, travel to HQ to meet with key United States Government stakeholders and participate in strategic planning sessions with regional and thematic teams as required.

Budget Management:

· Manage USIP’s in-country budget in an effective and accountable manner and ensure that financial reporting is timely and accurate.

· Ensure that USIP and IAA narrative progress reports are timely and informative.

· Maintain USIP’s strong reputation for sound and transparent finance and administration practices.

· Work closely with the Vice President of the Middle East North Africa Center and USIP’s HQ Teams to ensure that USIP policies and procedures are adhered to.

Operations, Office, and Security Management:

· As directed by the NAPRHD, manage USIP’s in-country operations, and provide effective managerial, administrative, financial, and logistical leadership and support for the successful implementation of USIP’s portfolio in Libya.

· Lead the day-to-day operations of USIP’s Libya Program, including all administrative, logistical, and contractual considerations.

· Support all regional USIP staff and country pillar leads in ensuring compliance with contractual management procedures.

· Support the USIP’s Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives and models DEIA standards with local and international staff and HQ personnel.

· Provide logistical support and advice, including arranging meetings, for USIP visitors to the region.

Performs other duties as assigned by MENA Management.

شروط الترشّح

  • Bachelor’s degree in social sciences, humanities, or international relations/conflict management is required, or equivalent experience in a related field
  • Minimum of eight years (8) of experience in at least two of the following areas: contract/grant management, economic development (including private sector development), community development, mediation/arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities.
  • Minimum of three (3) years of senior management experience in international development, human rights and/or peacebuilding projects and teams, inclusive of supervisory experience
  • Experience in Middle East, and on Libya programs
  • Must have experience working with government officials, local and international relief agencies, and military authorities, prior experience in program, operations, and security management
  • Knowledge of the local culture and conflict management techniques
  • Must have experience in contract and grants management, country program operations and project management
  • Must have excellent political analysis and reporting skills
