 Title: Contract Associate 

   Length of Assignment: Long-Term

   Report to: Subaward and Programmatic Procurement Lead

 

  • BACKGROUND

 

Libya Economic Acceleration Project (LEAP) is a four-year USAID-funded project implemented by   Chemonics International in the south of Libya. The goal of LEAP is to promote economic growth and resilience in southern Libya. As part of project activities, LEAP provides technical assistance to promote the growth and efficiency of micro-, small, and medium enterprises with the aim of increasing sales and creating new jobs.

 

  • POSITION DESCRIPTION:

 

The Contracts Associate is responsible for the timely and effective contracting of technical assistance from         Business Development Services (BDS) and Technical and Vocational Education Training (TVET) providers to further LEAP’ objectives. The Contracts Associate will work closely with technical staff to plan for, onboard, and ensure the successful delivery of technical assistance. The Contracts Associate will coordinate with the Business Advisors to identify technical assistance needs, communicate with pre-approved providers, and contract timely technical assistance per internal processes. 

 In addition the contract associate will be responsible for assisting the subaward and programmatic    procurement lead in negotiating and drafting subawards and contracts. Furthermore, s/he will support the processing and the tracking of payments under subawards and contracts under this project.

  • DETAILED RESPONSIBILITIES:

  • Draft RFQs/RFPs/RFAs for programmatic procurement.
  • Coordinate the evaluation and selection of bids and draft the contract/subaward and all modifications in line with guidance from the relevant Chemonics manuals, templates and from the Cooperative Agreements team.
  • Release technical requests to approved BDS/TVET providers who have fully executed blanket purchase agreements with the project.
  • Following technical approval of proposed subject matter experts, draft and submit a purchase order to the selected provider. 
  • Following technical approval of deliverables, complete the payment package within the terms of the blanket purchase agreements or other contracts.
  • Maintain a comprehensive BDS and TVET tracker, including details on budget, expenditures, and progress status.
  • Assist with other subaward, contract, and programmatic procurements as required, including but not limited to assisting with local, regional, or international vendors and service providers to obtain a comprehensive budget and draft their contracts. Assist in negotiating with local contractor administrative and financial requirements.
  • Ensure the highest levels of honesty, integrity, openness and transparency in administering grant and subcontract award processes and procedures
  • Assist in preparing monthly forecast that is shared with finance; ensure all payments are processed according to the forecast
  • Assist in preparing subcontracts and subaward issued to subcontractors/subawardees.
  • Maintain all documents and files (electronic and hardcopy) and ensure files are complete and in compliance with regulations.
  • Maintain and routinely update any subcontracts subaward and programmatic procurement tracker with ongoing Purchase Orders (POs) and deliverables/milestones;
  • Perform other duties as assigned by the direct supervisor and senior management.

 

  • QUALIFICATIONS:

 

  • BA or three years of equivalent experience working in administration, human resources, or operations
  • Fluency in written and spoken Arabic and French is required with a strong command of written and spoken and English
  • High level of integrity and confidentiality
  • Attention to details, high degree of accuracy and thoroughness and monitor own or others work to ensure quality
  • Strong problem solving and conciliatory skills
  • Ability to lead and manage projects independently from start to finish
  • Strong commitment to Chemonics values including integrity
  • Strong interpersonal skills

 

  • LEVEL OF EFFORT AND PERIOD OF PERFORMANCE

 

This position is long-term, on a full-time basis.

 

  • LOCATION OF THE ASSIGNMENT

 

The assignment will be in Tunis.
