BBC Media Action, in partnership with the UK Met Office under the WISER MENA Programme, is delivering the WISER Algeria & Tunisia project. This initiative aims to enhance early warning systems and weather and climate information services (WCIS) for wildfire preparedness and response. In Tunisia’s northeast, where wildfires have had devastating impacts, there is an urgent need to understand stakeholder dynamics and communication gaps to enable locally appropriate early warning communication.
To support timely delivery of the WISER Tunisia activities, the assignment will mobilize a qualified consultant or team of consultants to:
Implement a field-based research assignment using tools provided by BBC Media Action.
Conduct interviews and key informant discussions with local government actors, civil society, and media stakeholders.
Facilitate stakeholder access, relationship-building, and coordination, especially with government and CSOs active in wildfire response and public communication.
The consultant(s) will:
Implement research tools developed by BBC Media Action (no tool design required).
Conduct semi-structured interviews with:
o Governors, municipal leaders, Ministry of Environment and Interior staff o INM (National Meteorology Institute)
o Civil Protection officers
o CSOs, women-led groups, and local media actors in wildfire-affected areas
Provide access coordination and stakeholder engagement support
Map relevant actors and relationships for future engagement and co-production
Logistically organize and coordinate field activities, ensuring timely data collection
Support trust-building and preliminary introductions with priority institutions
5. Duration and Level of Effort
Start Date: Immediate – as early as June 2025
Expected Duration: ~2– 4 weeks, for the research and continue for the coordination support.
Due to the start of the 2025 wildfire season, rapid mobilization is critical. Consultants must demonstrate ability to begin work within 1 week of contract signing.
Field-based qualitative research experience (preferably using structured tools)
Knowledge of environmental projects or disaster preparedness in Tunisia
Strong network in North-East Tunisia (Jendouba, Béja, Bizerte, Kef, Zaghouan, Nabeul)
Demonstrated ability to secure meetings with public officials
Arabic and French fluency required; English an asset
Familiarity with safeguarding, consent, and ethical data collection
The consultant(s) will report to BBC Media Action’s Research Manager and coordinate closely with the Senior Project Manager. All methodology, interview tools, and orientation support will be provided by BBC Media Action.
