Introduction:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s strategic plan (2022- 2025), reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. These results capture our strategic commitments on accelerating progress towards realizing the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon UN Member States, organizations and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recover lost gains and realize our goals.

Context:

UNFPA has been experiencing several organizational changes and compelling programmatic priorities and operational challenges over the last three years.

In fact, Libya CO team operates in challenging circumstances related to the specificity of the mandate, the Libyan context instability, the distant collaboration with implementing partners and the complex operational environment.

In particular, following the conflict escalation in 2019 and 2020 and the COVID-19 pandemics, in-person contact between staff members become very limited and remote management intensified laying the ground for stressful interpersonal situations.

On the other side, new opportunities are appearing for the office and its future work thanks to the new Strategic Plan and programmatic cycle.

In this context, the main goal of this envisaged retreat is ensuring a healthy and fresh start of the year and CP. This would particularly benefit from enhancing team spirit and morale, emphasizing all aspects of civility at the workplace, and identifying concrete recommendations to enhance the work environment.

Duration:

The staff retreat should take place in the second half of March 2022, from 11 to 13 March in a hotel in Sousse, Tunisia. The duration of the staff retreat is three days.

Scope:

The overall purpose of this assignment is to improve the civility, morale and team spirit at workplace by conducting various informal activities aiming at strengthening communication, teamwork and conflict prevention and mitigation capacity of the office at the three levels: individual staff, teams, and office as a whole.

Participants:

UNFPA Libya CO staff members participating to the retreat are 34 women and men from different nationalities (mainly Libyans).

Tasks of the consultancy:

  • Prior to the retreat, interview staff in order to understand the needs and the situation in the office.
  • Prepare a situation analysis, present it to the UNFPA Senior Management and together prioritize the needs to be addressed in the retreat.
  • Based on the situation analysis and the priorities agreed with UNFPA Senior Management Team, prepare the detailed agenda for the retreat. The proposed agenda should alternate activities of various nature, including open discussions, coaching sessions, healing-therapeutical sessions, tension-breaker and team- building dynamics. The activities should contribute to improve the civility and morale at the workplace by strengthening communication (assertive communication, internal communications, external communications, and confidentiality), accountability, teamwork and conflict resolution capacity of the office at the three levels: individual staff, teams, and office as a whole. The tangible product of the retreat should be a binding code of conduct for all staff, prepared in participatory way, aiming at ensuring civility at the workplace.
  • Facilitate the retreat.
  • Prepare and submit a report with follow up recommendations and activities for the office to continue to improve civility, morale, communication, teamwork and conflict resolution.

Deliverables of the consultancy:

  • Situation analysis conducted and shared with UNFPA Senior Management Team.
  • Agenda for the retreat drafted and submitted.
  • Facilitation of activities of various nature, including open discussions, coaching sessions, healing-therapeutical sessions, tension-breaker and team-building dynamics involving all staff (both indoor and outdoor) that promote civility, morale and team spirit.
  • Civility code of conduct developed.
  • A team building report with follow-up activities/recommendations prepared and submitted.
  • Staff equipped with suitable solutions to deal with stressful situations.
  • Staff morale boosted.
  • Civility at workplace strengthened.

Duration and timeframe of the consultancy:

The consultancy will be for 11 days starting from mid – March 2022, under the supervision of the Country Representative. The expected timeframe of the consultancy is the following:

–        In the 7 days prior the retreat, the consultant will have to conduct the situation analysis and prepare an agenda for the retreat.

–        S/he will facilitate the 3 days long retreat.

–        Within the following week after the end of the retreat, s/he will have to prepare and submit a report of the retreat with follow-up activities and recommendations.

Qualifications and experience:

  • The lead consultant should have an advanced degree preferably in Organizational Psychology/Organizational Development/Human Resource management.
  • Proven experience of organizational change management, organizational development and team building preferably with the United Nations.
  • Demonstrated knowledge and advanced skills and at least 5 years of previous experience in the preparation of Team Building for medium and large-scale organizations
  • Fluency in both written and spoken English and working knowledge of other UN language, preferably Arabic.
  • Excellent reporting and analytical skills necessary for capturing the reviews and suggestions that will emerge from the interactive sessions during the retreat.
  • Flexible nature and ability to adapt to changing directions/thinking that may occur during the retreat.
  • Experience in working in challenging contexts is desirable.
  • Excellent interpersonal skills.
  • High levels of integrity and confidentiality.

Payment schedule:

2 instalments based on approved report on the completed tasks

1 instalment – 50% Before the start of the team Building

2 instalment – 50% After receiving the final report

Budget:

The estimated total cost for this assignment should cover professional fees, and any other costs related to the assignment including field travel from and to the retreat site.

UNFPA will provide accommodation and the required stationary for the retreat.
