1. Context & background
Tfanen – Tunisie Créative is a 9.7 million euros programme that supports the strengthening of the cultural sector in Tunisia. Funded by the European Union and implemented by British Council on behalf of EUNIC (network of European cultural institutes), and in close partnership with the Ministry of Cultural Affairs of Tunisia, Tfanen’s overall objective is to contribute to the consolidation of democracy and economic prosperity in Tunisia, by leveraging culture for social cohesion at local, regional and national levels. More specifically, the programme aims to promote Tunisian cultural diversity and access to culture at local, national and international level, and to support the freedom of expression and creation, mainly for young Tunisians, and encourage the professionalisation of the cultural sector.
Tfanen involves a wide range of actors in the “Tunisian cultural ecosystem”, including young people and women, independent artists, cultural NGOs, the Ministry of Cultural Affairs, festivals, and cultural organisations and enterprises. The programme provides these actors with financial and technical support through a combination of grant-making, training, learning and sharing, coaching, mentoring, and policy advice.
EUNIC members of the cluster in Tunisia, as well as the EU Delegation in Tunisia, provide Tfanen Programme Team with expertise, know-how and advice – and help ensure a variety of approaches and resources are being considered to attain the expected outcomes.
2. Purpose of the services
Tfanen aims to organise an EU Advocacy Event in the 1st week of December 2020 in Brussels in order to:
▪ Present to a wide Brussels-based audience (see below) and discuss the achievements of the programme, positive changes enhanced amongst young Tunisians and the cultural stakeholders and recent Covid19 response as per the emergency needs of Tunisian artists, creative entrepreneurs and public actors.
▪ Inform the EU future cooperation strategy in Tunisia and the neighbourhood region and demonstrate how the programme has put into practice the EU strategy for international cultural relations.
It is expected that this EU Advocacy Event, featuring key Tfanen Programme Team members, will include three main activities:
1. A learning & sharing lab session that includes representatives of Tunisian cultural public institutions, civil society and private sector; of the EU in Tunisia and Brussels; of EUNIC members in Tunisia including the British Council (lead), and of Brusselsbased cultural networks and organisations.
2. A panel discussion, with a though-provoking policy angle, with representatives mainly from the European Commission and Parliament, the Tunisian Ministry of Cultural Affairs and civil society, and EUNIC cluster in Tunisia.
3. An artistic performance delivered in partnership with Tunisian artists supported by Tfanen Programme.
The selected consultant shall:
▪ Work under the oversight of the British Council EU Team in Brussels and with close relations with Tfanen Team in Tunisia to organise and deliver this EU Advocacy Event.
▪ Provide effective support to British Council EU Team in Brussels and Tfanen Team in terms of organisation and logistics (organisation of travel, accommodations, invitations, suppliers’ management).
▪ Contribute to the visibility of Tfanen and the Advocacy Event by working closely with Tfanen and British Council’s communication managers.
The main duties are:
▪ Assembling and signing off the guest list of the event.
▪ Drafting and sending invitations to European and Tunisian stakeholders (save the date, official invitations and reminders).
▪ Enquiring about visa issues sufficiently in advance for non-EU citizens attending the event in Brussels, and alerting Tfanen Team if issues.
▪ Hotel bookings in Brussels.
▪ Supporting Tfanen Team in Tunisia in the design of a visit programme for Tunisian guests the day before the advocacy event.
▪ Identifying, contracting and drafting biographies of speakers for interpreters/photographers for the event.
▪ Ensuring badges preparation and printouts if required.
▪ Liaising with the venue hosts in Brussels and reporting regularly to the British Council EU Team in Brussels and Tfanen Team in Tunisia.
▪ Identifying, contracting and following-up with suppliers (catering, audio/visual equipment suppliers for artistic performance…).
▪ Drafting communication and branding requirements and coordinating with British Council and Tfanen communication managers (Facebook and Twitter posts).
▪ Recruiting interpreters (English, French, Arabic).
▪ Drafting and sending thank-you emails/follow-up newsletter to attendees.
▪ Supporting in the drafting of the event report.
3. Key relationships
Internal stakeholders:
▪ British Council’s Senior EU Policy Engagement Adviser, Brussels
▪ Tfanen’s Head of Monitoring, Evaluation and Strategic Communication, Tunis
External stakeholders:
▪ Key suppliers in Brussels: BOZAR, hotels, audio/visual equipment suppliers, catering, etc.
▪ In Brussels: members of European Parliament, DG NEAR, DG EAC, EEAS, EUNIC Global, Tunisian Embassy, cultural networks and organisations.
▪ In Tunisia: EU Delegation, EUNIC Cluster, Tunisian ministries and public bodies, and Tfanen beneficiaries from civil society, artists and entrepreneurs.
4. Qualifications
Education:
University/Higher Education level (preferably in Event Management, Marketing or Business).
Experience
At least 4-5 years of proven experience working independently in the delivery of successful public events involving EU institutions and related stakeholders in Brussels. The applicant must have good knowledge of the work and structure of the European institutions and must show flexibility in covering a wide area of subjects and tasks.
Skills and knowledge
▪ Excellent verbal/written communication skills
▪ Fluency in written and spoken English, French highly desirable
▪ Excellent knowledge of EU institutions
▪ Good digital skills
5. Contract and remuneration
Consultant’s contract from September 2020 to December 2020 (4 months) Up to 50 working days: part time in September, October and December, full time in November
Daily rate: Range of 250-300 EUR
