Responsibilities
The specific objectives of the mission focus on:
1. Legal Capacity Building:
o Introduction to the legal framework: Provide a detailed overview of the national legal framework relating to foreigners in Tunisia, including relevant laws, regulations, and policies. Explain the main legislations and standards that govern the management of foreign residents and the associated administrative procedures.
o Analysis of rights and obligations: Explain rights and obligations of foreign residents in Tunisia, clarifying the legal aspects related to residence card applications, visas, and other aspects of their legal status. Ensure that trainers understand the legal obligations of agents and the rights of foreign residents.
o Administrative procedures: Describe in detail the administrative procedures for processing applications from foreigners, including the steps to follow, the documents required, and the eligibility criteria. Highlight the responsibilities of agents in the management of these procedures.
2. Design of training curriculum modules:
o The consultant will be responsible for developing a detailed training curriculum modules for the training. This curriculum will serve as a structured guide for the training, integrating the legal and practical aspects covered during the sessions. It will include learning objectives, methodologies, training tools, and evaluation criteria.
The Consultant will contribute to the Protection Unit work, in the framework of the INL funded project. The latter is a multi-year project funded by the United States of America through the Bureau of International Narcotics and Law Enforcement and implemented by the International Organization for Migration (IOM). The project aims, among other things, to help align migration policies with international law on migration and the Global Compact for Safe, Orderly and Regular Migration, while improving access to justice for migrants in Tunisia.
In close coordination with IOM Tunisia, the consultant will perform the following tasks:
- Develop the training curriculum inclusive of agenda, power points presentation and joint teaching note
- Facilitate the trainings
- Provide a report

The mission will be spread over 11 days covering 01 training of trainers as well as participation in the development of the teaching note:
– 02 days for the development of the Methodological Note and the Training agenda.
– 05 Days of Training.
– 03 Days for the development of a teaching note
– 01 Day for the Training report
All the deliverables must be shared with the IOM focal points by email.
Performance indicators for the evaluation of results
- Satisfactory completion of tasks and deliverables on time;
- Quality of the elaborated analysis;
- Delivery of any other tasks indicated above.
Qualifications
Education, Experience and/or skills required
• University degree (Master’s level or equivalent) in Law, or in a related field will be preferred.
• Minimum of 05 years of experience in the field of capacity development.
• Experience/Knowledge of the legal framework regarding migration in Tunisia.

- Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable. Vaccination against COVID-19 will be required for IOM personnel who are hired or otherwise engaged by IOM. As part of the mandatory medical entry on duty clearance, candidates may be requested to provide evidence of full vaccination. Consultants engaged to work on a home-based consultancy who do not need to travel do not need to provide vaccination records, regardless of the length of the consultancy contract.
- IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
- IOM does not charge a fee at any stage of its recruitment process (application, interview, processing, training or other fee). IOM does not request any information related to bank accounts.
- IOM only accepts duly completed applications submitted through the IOM online recruitment system. The online tool also allows candidates to track the status of their application.
