Organizational Context and Scope:
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The Regional Development and Protection Programme for North Africa (RDPP NA DEV) is being implemented in five target countries, namely Algeria, Egypt, Libya, Morocco, and Tunisia. It aims, together with the national authorities, to strengthen the resilience of communities, support social cohesion between migrant and host communities, as well as improve the realization of the rights of migrants. It also aims at enhancing livelihood
opportunities within the five target countries. Two types of actions are being implemented under this multi-year project:
1) Training and job placement programme: the objective is to promote the integration of migrants in the local job market and to create professional opportunities for international graduate students wishing to acquire their first work experience in Tunisia.
2) Entrepreneurship support programme: the objective is to strengthen the entrepreneurial skills of Tunisians and migrants living in Tunisia who have entrepreneurial projects that create value and contribute to the local economic fabric of Tunisia.
In order to accompany the beneficiaries in the entrepreneurship support and job placement programmes, IOM is hiring a consultant to provide consulting services on social cohesion and integration of migrants in Tunisia.
Responsibilities and Accountabilities:
1) Coordinate all activities with the IOM project team and ensure effective liaison with local authorities, stakeholders, beneficiaries and the wider community, including civil society, as necessary, in gathering evidence supporting the implementation and management of the RDPP NA DEV project in Tunisia;
2) Work with IOM experts and other collaborators to provide guidelines and recommendations on advocacy for changes in policies, legislation and practices on the social and economic integration of migrants in Tunisia;
3) Conduct discussions with relevant local and national stakeholders to identify training needs and prepare responses on the scope of community-based sustainable livelihoods, employment promotion (including self-employment), job creation and retention, access to services, and diversity, inclusion, equality and nondiscrimination) for migrants and host communities;
4) Coordinate closely with the Head of the Migration & Development Unit (HMDU) to
identify trainers (professionals, expert trainers) with a rights-based approach and methodology to collaborate on capacity building training for national stakeholders (government, private sector and civil society) on migration governance, particularly the promotion and dissemination of employment and livelihood policies and
strategies, and the promotion of diversity/inclusion and social cohesion, and facilitate the delivery of the training;
5) Conduct a gap analysis of skills shortages and access to labor for migrant workers, provide recommendations and technical expertise on collaborations with national public employment agencies, other relevant institutions promoting employment in Tunisia and engage with the private sector;
6) Coordinate multi-stakeholder dialogue consultations (government, private, civil society and other key actors) to facilitate knowledge sharing on the importance of the benefits of migrant integration and social cohesion between migrants and host communities, and achieve a balanced and accurate public discourse on migration and
migrants;
7) Support the review of programmatic components of progress updates with livelihood project implementing partners, conduct monitoring visits, and provide technical inputs to improve grant performance;
8) In coordination with IOM Tunisia’s other projects, including Sports for Inclusion and Mobi-TRE, and in collaboration with UN specialized agencies, CSOs, and national and local authorities, provide technical assistance in identifying partnerships to promote social cohesion, multiculturalism, anti-discrimination, collective outcomes, etc.;
9) Participate in relevant seminars, meetings and other events to promote IOM’s mandate, vision and action;
10) To perform such other duties as may be assigned.
Desirable Qualifications and Experience:
Education:
University degree in Business (Administration)/Entrepreneurship,
(Project/Operations/Human Resources) Management, Marketing, Finance, Law, Social
Sciences, or related field.
Experience:
Proven experience in managing large projects, running a business and/or recruiting
(especially migrant workers).
Excellent communication, lobbying and mediation skills.
Experience working with governmental institutions.
Proven ability and experience in leading and facilitating training workshops and introducing change/new processes.
Knowledge of the legal process involved in starting/running a business and/or recruiting migrant workers in Tunisia (desirable).
Good understanding of migration in Tunisia (desirable).
Abilities to work under pressure and meet deadlines.
