Appointment of a clinical psychologist consultant in charge of clinical consultations in the  governorate of Médenine. 

Mission Overview 

Doctors of the World Belgium (MdM-BE) is an international medical development NGO that is  part of an international network. The Organization provides medical assistance to vulnerable  groups, in Belgium and around the world. It aims for universal health coverage where everyone  has access to care, without obstacles (financial, cultural, geographical, etc.). To achieve its  mission, it relies on three principles: Care, Support and Witness. 

To strengthen the health system in Zarzis, Doctors of the World is looking to recruit a  clinical psychologist

Main mission 

Implement, directly or indirectly, prevention, care and research activities in mental health and  psychosocial support. Ensure the referral, orientation, and follow-up of patients. 

Tasks and responsibilities: 

Reception, referral & orientation:  

  • Reception and/or identification of people suffering from mental illness
  • Collection and analysis of needs and requests for intervention 

Clinical consultations  

  • Ensure active listening and detection of possible unspoken needs.  
  • Carrying out clinical consultations.  
  • Active listening to ensure that the specific needs of beneficiaries are detected Linking with partners  
  • Help to identify care structures and referrals  
  • Create a link with internal and external partners in the context of managing referrals by  or to MdM  
  • Participate in meetings with operational partners linked to medical activities to improve  the support provided to beneficiaries;  
  • Assist with referrals and internal/external referrals during duty hours.
  • Assist in the supervision of volunteers  
  • Supervise and support the volunteering psychologists during their working hours if they  have any questions.  
  • Participate in the reception of volunteers and the immersion of health volunteers. Participate in briefings and debriefings with the volunteers during the working hours. 

Support for the improvement of internal protocols  

  • Information on the possibilities of psychological interventions and the associated  procedures 
  • Carrying out the psychological assessment (collection of information, interview,  interpretation and synthesis, Reporting)  
  • Contribute to the operationalisation of the mission’s health action plan  Contribute to the operationalisation of the institutional country strategy  Develop conclusions to be used as a basis for advocacy and action plans  Participate in health and advocacy events  
  • Provide recreational activities  
  • In close collaboration with the MHPSS referent in the field, define relevant MHPSS  activities  
  • Planning support and carrying out follow-ups, implementing adjustments  Facilitation of discussion groups, psychosocial activities  
  • Possible training of professionals or team members  
  • Filling in and updating follow-up tools  
  • Production of tools and notes for presentation and prevention  
  • Archiving of files  
  • Drafting of activity reports 

In order to successfully carry out this mission, MdM-BE is looking for candidates with a profile of  clinical psychologist, with a clinical experience of one to two years; (01 to 02 years)  

– MdM-BE would like to draw the applicant’s attention to the fact that: The services will be  performed in Medenine/ Zarzis; with an attendance of three days per week.

Planning of the mission 

The services will be performed during the period from March 2023 to 31/11/2023 at a rate of  12 days per month.

Offers Evaluation 

The following analysis grid will enable MdM-BE to evaluate the offers received. The Organisation  will assign a certain value to each criteria. On the basis of the evaluation of all these criteria and 

taking into account the value attributed to each, the contract will be issued to the candidate with  the most advantageous offer.  

These criteria are given as an indication to enable the candidates to draw up the most complete  offer possible. MdM-BE reserves the right to modify and/or add any criteria to make the  evaluation as significant as possible.

Offer content  

The application file must include   

– A technical offer including the consultant’s updated CV and a motivation letter. – A financial offer including a detailed financial proposal in TND/day including all  expected costs.  

*The CV of the applicant shall clearly indicate in detail (organisation, type of services and period  of services), his/her similar experiences. 

The applicant’s attention is drawn to the fact that the total price refers to a mission and includes  the fees and expenses inherent to the missions (travel and accommodation expenses).  

The candidate’s offer, the documents attached to it and the documents exchanged are written in  French/English.

By submitting his/her application, the applicant accepts all the clauses of the specifications and  withdraws from all other conditions. If the contracting authority finds, during the analysis of the  offers, that the applicant has added conditions which make the offer unclear or if the applicant  expresses reservations about the conditions in the specifications, the contracting authority  reserves the right to regard the offer as substantially irregular. 

Experience & Skills required:  

– Diploma of Psychology is required.  

– Clinical experience from one to two years (from 01 to 2 years).  

– Experience in social work and/or with vulnerable populations is an asset.

  – Fluency in Arabic, French and English  

– Computer skills: good command of the Office pack. 

Soft skills:  

– Organisation and structure. Rigour. Punctuality. Listening skills.  

– Teamwork 

– Ability to adapt to an intercultural environment.  

The above list of tasks and responsibilities is not exhaustive. Other tasks may be requested by  your line manager according to the needs of the programme. In addition, a certain degree of  flexibility and adaptability is expected, depending on the potential evolution of the mission’s  constraints. The job profile may be modified according to the needs of the organisation.
