Project: SPACE – Support and Protection to Activists and Civil Society Efforts 

Background and Context 

The SPACE project (Support and Protection to Activists’ and Civil Society Efforts) is a joint initiative implemented by Hivos, Al Khatt, and the Intersection Association for Rights and Freedoms (IARF). The project aims to promote and protect the rights to freedom of assembly and expression in Tunisia. It supports civil society organizations (CSOs), media actors, and human rights defenders (HRDs) through the provision of essential skills, tools, services, and access to advocacy networks and pathways for change. 

As part of this effort, the project seeks to strengthen the capacities of target groups in physical security, security planning, and risk assessment. Dedicated training sessions will be held separately for each target group to better respond to their specific contexts and needs. 

Objective of the Assignment 

The purpose of this consultancy is to design and deliver tailored training sessions focused on: 

– Personal security strategies 

– Security planning for HRDs and organizations 

– Risk assessment, and response mechanisms to surveillance, harassment, and threats

Scope of work and Key responsibilities 

The Consultant will be expected to: 

– Design customized training programs for each target group (CSOs, HRDs, media actors) 

– Develop training materials, including presentations, handouts, and practical tools 

– Conduct interactive, participatory training sessions adapted to the Tunisian context 

– Provide tools and guidance on self-assessment and organizational security planning 

– Submit a final report summarizing the training delivery, participant feedback, and actionable recommendations 

Deliverables 

The consultant will be responsible for delivering the following: 

1. Training program outlines and agendas tailored to each group 2. Complete training materials in digital format 
2. Delivery of training sessions (in-person or virtual – to be confirmed)
3. 4. Final report including: 

○ Summary of activities 

○ Participant feedback and evaluation results 

○ Recommendations for future capacity-building efforts 

Required Qualifications and Profile 

• Proven experience in conducting trainings on physical security and risk assessment 
• Familiarity with the context of civil society and human rights work in Tunisia or MENA region 
• Strong facilitation and communication skills using participatory methods
• Ability to produce high-quality training materials and concise reports
•  Fluency in Arabic and English
