Organizational Context and Scope:
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Project Context and Scope: IOM Washington in cooperation with IOM Tunisia is implementing a project titled “Supporting COVID-19 response and relief at the country level through disbursement and facilitation of subgrants for selected diaspora organizations” funded by the U.S. Bureau for Humanitarian Affairs (BHA). The main objective of the project is to Enhance COVID-19 response and recovery efforts by supporting diaspora interventions in their countries of origin through sub-grants, capacity building and overall support.
Organizational Department / Unit to which the Consultant is contributing: Migration and Development Unit (M&D).
Core Functions / Responsibilities:
More particularly, the successful candidate will assume the functions and the following responsibilities:
- Coordinate the planning and implementation of the project in Tunisia, including its financial, administrative, and technical aspects, in compliance with IOM policies and standards, as well as donor requirements;
- Coordinate the planning and implementation of capacity building and other project related activities in Tunisia, such as project launch, workshops, conferences and meetings;
- Develop the workplan, implementation strategies, and expenditure plans to ensure timely implementation and achievements of project activities and results; 4. Develop the M&E activity plan while conduct monitoring visits to field locations ; 5. In coordination with the IOM Tunisia Resources Management Unit (RMU) oversee the procurement of required items and follow up on the timely payment to all suppliers,
- Draft monthly, interim and final project reports in line with donor requirements and IOM standards and procedures ensuring timely submission to the donor;
- Facilitate the meeting of the communications objectives of the project, specifically the sharing of factual and up-to-date information with IOM Washington, key stakeholders, including project partners in Tunisia and diaspora organizations, project beneficiaries and the donor through effective communication tools;
- Maintain an accurate information collection system to ensure a close and systematic monitoring of the Project activities and its implementation status;
- Collect information on the results of the Project to make them visible in the Project´s communication materials such as bulletins and Web page;
- Support the organization of workshops, meetings and events (seminars and training) program and the preparation of their reports;
- Maintain and ensure the confidentiality and integrity of all related information on the Project, especially data regarding applicants and selected candidates of the project;
- Perform other tasks assigned by the supervisor.

Education, Experience and/or skills required
- High School Diploma with 4 years of relevant experience or;
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution, with three years of relevant professional experience.
- Prior work experience in an international organization and/or non-governmental organizations (NGO) is a plus;
- High level of computer literacy (MS Office Word, Excel and Outlook); experience in handling web-based management system;
- Strong analytical thinking, organizational, and communication skills;
- Excellent writing, editing and reporting skills.
- Two years of relevant experience in Monitoring and Evaluation, with a preference for migration-related projects, is a distinct advantage;
- Experience with diaspora associations and civili society organisations an advantsage • Experience in M&E with projects funded by the USAID is a distinct advantage; • Knowledge and experience and interest in Entrepreneurship and international cooperation is an advantage;
- Delivers on set objectives in high–pressure situations;
- Effectively coordinates actions with other implementing partners;
- Capacity to work effectively and harmoniously within people at different levels within and outside organization and with colleagues from varied cultures and professional backgrounds;
- Ability to communicate effectively with different stakeholders and to identify business needs;
- Proven ability to establish and maintain strong working relations with relevant Government counterparts such as local authorities, non-governmental organizations, the private sector as well as the community;
- Highly motivated with dynamic personality and the ability to work under pressure to meet deadlines
- Ability to effectively coordinate actions with implementing partners.

- Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021. This will be verified as part of the medical clearance process.
