About ICU:

ICU is an international non-governmental organization recognized by the European Commission and the Italian Ministry of Foreign Affairs, which carries out development cooperation projects in the countries of the South of the world and promotes information and education initiatives on issues of international solidarity.

In Libya ICU is present since 2018.  Main areas of intervention in the country are:

• Access to basic health services
• Capacity building
• Agriculture
• Income Generating Activity

JOB SUMMARY:

The Consultant will be dedicated to the definition of the technical component of a project that aims at reinforcing income-generating activities through the enhancement of agri-food services. The area of intervention is the South of Libya, specifically in Sebha, Murzuk, Ubari and Ribyana municipalities. The Expert will support ICU staff for what it concerns: the definitions of the equipment to be delivered, the preparation of the item’s technical specifications, needed for the tender procedures and the supervision of the installations. The Expert will also train and support farmers on the use and maintenance of the equipment provided.

KEY RESPONSIBILITIES:

1. Phase I– Finalize the designing of the technical components.

• Provide high-level technical support in the definition of the most appropriate agricultural/irrigation system components based on context, needs assessment data, objectives foreseen by the project.
• Provide the technical support in the finalization of the tender dossiers (basic equipment and machines for the agri-food production/ Efficient irrigation systems) to be launched as per Procurements Procedures.

1. Phase II – Support the Implementation of technical components in the field; training on the use and maintenance of the components in the 4 municipalities (field activities).

QUALIFICATIONS:

• At least master’s degree in agronomy /irrigation engineering/rural development or a related discipline. 
• At least 5 years’ consulting experience in agricultural/environmental sector (water/irrigation/environmental impact/natural resources).
• Demonstrated experience in conducting field and desk work for pre-feasibility, feasibility studies, technical assessments, detailed design, procurement, and implementation supervision. 
• Technical profile with experience in monitoring field activities, including data collection systems, data analysis, feasibility studies, technical assessments, writing reports and procurement procedures.
• Experience in a similar role in at least one irrigation project/ rural development project, funded by NGO’s is considered an advantage. 
• Good English skills (speaking- writing) are considered essential.
