Introduction and background

Danish Refugee Council (DRC) is an international non‐governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. Danish Demining Group (DDG) is the technical specialized unit of DRC, working to improve safety, strengthen community resilience, and build local capacities to reduce and prevent violence and conflict.

DRC operated in Tunisia from 2011 to 2013 to provide direct humanitarian assistance to refugees fleeing the Libyan crisis in Shousha camp near Ben Guerdane. Since that time, the organization has been able to generate visibility and credibility among local communities and develop a sound understanding of the local context. More recently, DDG has been present in southeast Tunisia since 2014, enhancing community security and resilience in the border-towns of Ben Guerdane and Dehiba and, in March 2018, extended its current intervention to the Libyan border-towns of Zuwara, Nalut, and Wazin with a similar approach.

DDG programming aims at addressing border management holistically, investing in analyzing the full system of dynamics that cause tension within and across communities and fuels insecurity and illicit trade throughout the border region. As a result, DDG has succeeded in establishing Conflict Management Committees (CMCs) in each of the 5 locations in the areas where it intervenes.

Thanks to the support of the Ministry of Foreign Affairs of the Netherlands, DDG implements a process whereby the 5 pre-established CMCs in the border-towns of Ben Guerdane, Dehiba (in Tunisia) and Zuwara, Nalut and Wazin (in Libya) are supported to reinforce their conflict management skills, whilst creating spaces of dialogue for the communities to address conflict in their region.

Within the ongoing “Violence Prevention Along the Tunisia-Libya Border Project”, a Conflict Sensitivity Training is foreseen that will strengthen the ability of the Committees another other relevant community-based groups to understand and analyze the context in which they intervene and understand the dynamics and interactions of different stakeholders  in order to avoid negative impacts and maximize positive impacts on conflict and peace.

Consultancy objectives

In coordination and cooperation with the project staff and supervised by the Project Manager, the consultant will be expected to design and deliver a training session on conflict sensitivity in Arabic addressed to the members of the Conflict Management Committees and other relevant partners established in the 5 locations where the project intervenes. The training aims to give participants foundational understanding of the concept of conflict sensitivity and related practices, providing an overview on the tools and ways forward to apply conflict sensitivity in their everyday work.

Consultancy scope

DRC/DDG is seeking expert Tunisian trainer/s with excellent facilitation skills, proven experience working on Conflict Management and Conflict Prevention and a demonstrable track record of undertaking conflict analysis under conflict sensitivity lenses.

Methodology

Using DRC/DDG’s established Conflict Sensitivity Approach and Learning Material (available only in English), the selected consultant will be fully engaged in the process of adapting the specific training session and will ensure effective rollout of the already established DRC/DDG methodologies and materials.

Deliverables

 Collaborate on design and adaptation of the training content and methodology, including from English to Arabic

  • Consult with DRC/DDG project teams
  • Provide feedback on the DRC/DDG training material

Deliver the 2 days conflict sensitivity training

  • Prepare relevant material for the training
  • Plan co-facilitation with DRC/DDG staff member
  • Facilitate theoretical sessions and practical exercises aimed at ensuring participants’ understanding of conflict sensitivity approaches

Report on training outputs and outcomes

  • Write a Training Report in the approved DRC/DDG template
  • Provide in-depth feedback and recommendations for ongoing learning and mentorship

Timeframe

  • Consultation with DDG Staff & Feedback on Training Material 1 day
  • Preparation for training session    3 days
  • Training delivery    2 days
  • Training report 1 day

 Deadlines may be revised with consent of the Project Manager. Deliverables are not considered final until approved by the Project Manager. One day of work is equal to 8 hours.

Training most likely will be held online.

Once the consultant will be selected, initial consultations with DRC/DDG staff and the adaptation of the training content and methodology are expected to start mid December 2020. The consultant must be available to deliver the training during the month of December 2020. The consultancy is expected to be completed by 31st December 2020.

We offer – Payment schedule

DRC/DDG will offer the successful applicant a 7 working‐days consultancy contract

The proposed cost should cover all expenses. In case of in person training, national travels and accommodation costs will be covered by DRC/DDG; the training venue and basic material and equipment for delivering the training will be provided by DRC/DDG.

شروط الترشّح

  • At least 5 years of experience delivering training
  • At least 2 years of experience working on issues of conflict management and prevention
  • Demonstrable track record of leading conflict management and analysis trainings for an international humanitarian organization
  • A university degree in social science, political science, or related field
  • Excellent verbal and written communication skills in English and Arabic
  • Strong knowledge of interactive learning methodologies
  • Strong knowledge of virtual learning methodologies
  • Knowledge and familiarity with virtual platform, online tools
  • Strong organizational skills
  • Highly self-motivated

  • Dedicated to producing timely and high-quality output
