About FSVC:

The mission of FSVC is to help build sound financial sectors to support healthy market-oriented economies in developing and emerging market countries.  FSVC structures practical, demand-driven technical assistance and training missions staffed by senior financial sector professionals

Background:

Financial Services Volunteer Corps’ (FSVC) “Impact Finance” program funded by the US Embassy in Tunis aims to support greater access to finance for Small and Medium Sized Enterprises (SMEs) in Tunisia. To do so, FSVC is working in coordination with government institutions and financial institutions to boost non-traditional financial service providers to develop and deliver new and innovative financial products and services for SMEs. Furthermore, FSVC is building the capacity of business support organizations (BSOs) to provide improved services and yield investor-ready SMEs.

About the Assignment:

To identify potential gaps and area-specific opportunities/focus for program planning and improvement, FSVC is looking for an Individual Consultant to conduct an external evaluation of the progress made towards achieving program goal and impact based on the program design and strategy.

The Consultant will be provided with a copy of the Statement of Work along with any background information needed to perform the evaluation. The Consultant shall also attend a kick off meeting that clarifies the expectations of the mission.

At the beginning of the assignment, the Consultant shall submit an inception report that includes updated information reflecting discussions from the kick off meeting; the program methodology for activities and a description of the specific tasks to be performed by the Consultants including their timeline.

Next, the Consultant will conduct interviews with key stakeholders, with a focus on the program beneficiaries and partners.

Finally, the Consultant will submit an evaluation report that includes:

• Data collection and analysis
• A review of the evaluation result
• Recommendations to guide future programming
