THE ORGANISATION:

Islamic Relief has been operating in Tunisia since 2011 primarily as a response to the influx of refugees during the Libya Crisis. Since registering an office in Tunisia in 2012, Islamic Relief has set up and managed camps on the Tunisian border and provided humanitarian services to over 15,000. As well as supporting refugees, forced migrants, Islamic Relief has implemented projects in education, health, WASH, Livelihood and food security and child welfare and protection sectors as well as supporting capacity building of local associations.

PURPOSE OF DEPARTMENT:

The department reinforces IRW’s implementing structure to enable these people and their communities to develop themselves sustainable, and ensures that the organization is prepared to respond promptly and effectively to humanitarian crises. The department increases the organisation’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors.

PURPOSE OF UNIT:

The construction Unit aims at providing overall technical assistance to Islamic Relief’s construction/refurbishment programs.

JOB PURPOSE:

To provide overall Technical Assistance and ensure quality execution of IRT Construction programs. The construction Program Officer, will also prepare and submit quality reports and develop activity follow up tools.

KEY WORKING RELATIONSHIPS

  • Has regular contact with the Program Manager and Projects Coordinators to follow up with the implementation of construction activities within IRT projects
  • Work in close Collaboration with IRT stakeholders related to the construction component.

SCOPE AND AUTHORITY

Scope of the Role:

Reporting to the Program Manager, the Construction Program Officer is responsible to plan, design and implement the activities related to the construction/refurbishment programs. He/she will ensure to deliver overall technical assistance to Islamic Relief’s programs. Moreover, the Construction Program Officer has to prepare technical assessment and contribute to the identification and formulation of new project concept note in the relevant field.

Responsibility for Resources:

The Construction Program Officer is responsible for supporting the planning, coordination and monitoring of IRT construction Programs, ensures that all technical aspects of the proper implementation are well respected and that all the Unit’s related information/documents are organized, documented and accessible. S/He contributes to develop ToRs for putting in place procurement and construction monitoring systems, regular situation updates and quality reporting. Any decisions that impact on the project activities are made in conjunction with/referred to the Project Coordinators and Program Manager.

KEY ACCOUNTABILITIES

The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

Monitoring and supervision of Construction/refurbishment works

Assessment and technical data collection for construction Concept note preparation

KEY ROLES/RESPONSIBILITIES

Technical assistance:

  • Supervise the Construction Unit and ensure the delivery of expected technical assistance
  • Manage the technical advisors under responsibility and divide workloads.
  • Provide overall technical assistance to Islamic Relief construction projects, from their planning to their implementation and monitoring.
  • Responsible to ensure that effective implementation, monitoring and supervision tools are developed and implemented.
  • Responsible to conduct need assessments schools targeted by Islamic Relief for the rehabilitation and construction of latrines in coordination with the project coordinator and the authorities.
  • Prepare a need assessment report for each school in coordination with the engineering consultancy company.
  • Prepare TOR for tendering of construction in coordination with the technicians and Architects from the Regional Delegation of Education
  • Responsible to ensure effective quality control systems are in place and contractor and engineering consultancy companies work in compliance with technical specifications and quality standards.
  • Monitor and evaluate performance of service providers.
  • Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets.
  • Support the Supply section in all tender exercises for the procurement of construction and consultancy services.
  • Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved.
  • Ensure a sound handing over of facilities to project beneficiaries.
  • Establish archive for project document and keep records of the project
  • Responsible for technical delivery and monitoring of construction and latrines rehabilitation activities.
  • Conduct technical assessments targeting potential latrines construction needs for 400 schools targeted by Islamic Relief Tunisia.
  • Site assessment and selection of appropriate structural interventions, ensuring quality as per project requirements.
  • Assist project coordinator and program manager the timely preparation of project reports.
  • Coordination & networking with grass root level stake holders including the vendor/supplier/contractor

Monitoring and supervision:

  • Participates in the preparation of quarterly and annual action plan for the implementation and of the Construction unit
  • Monitors the progress and the implementation of the construction/refurbishment activities.
  • Documenting in timely manner, all progress, challenges, and learning for future implementation of similar projects.

Internal Controls and Reporting:

  • Ensure Timely preparation and submission of monthly, Quarterly and Annual reports to the program Manager
  • Prepare Field Visit, activities completion reports and evaluation reports of all conducted activities.

Networking and Communication:

  • Attends meetings with project partners
  • Build relationships with Technical services and different Stakeholders involved in the construction
  • Participate in the need assessment missions conducted by IR or other partner organizations conducted within the project area.

Supervisory Responsibilities:

  • Supervision Exercised
    The position will supervise a team of Technical Advisors
  • Supervision Received
    The position will receive instructions from Program Manager

SPECIAL NOTE:

The employee holding this job must expect that his / her performance will be measured in part against the standard set forth in his/her JD. However, the JD is subject to revision to further the consistent with positions level of responsibilities may be necessary to fulfil IR objective in the country.

WORKING CONDTIONS:

Tunis is the employee duty station.
The employee may be required to perform assignments after his/her working hours and on holidays beside field trips to field offices. The Construction Program Officer is expected to spend a minimum of 70% of his/her time on the field.

شروط الترشّح

  • It is essential that the post holder shows a good understanding of the Islamic values and principles as well as commitment to Islamic Relief Worldwide vision and mission.
  • Qualification: Civil Engineering diploma (Technician or Engineer)
  • 2 years minimum experience for Engineer and 5 years’ experience for Technician
  • Proven experience in supervising the construction of Buildings from scratch till reception.
  • Language Proficiency: Fluency in English and French, both spoken and written, is required.
  • Good reporting skills in English and French (essential)
  • Proven experience in drafting/controlling constructor’s contracts
  • Familiarity with field and administrative tasks
  • Perfect understanding of Cahier de charge components
  • Good understanding of the tendering processes.
  • Familiarity with contract amendment and payment verification
  • Good understanding of Architectural plans.
  • Good Management skills
  • Good organizational, interpersonal and communications skills with ability to build and lead a team
  • Able to work independently with sound judgment, good time management and prioritizing skills.
