Background Information:
The CBP Associate will be based in the Country Office Tunis (Tunisia), and will be supervised directly by the
Assistant CBP Officer.
In-line with the overall protection strategy for the Tunisia operation, objectives for the incumbent will be guided and
approved by the Assistant CBP Officer and the overall supervisor, the Protection Officer, UNHCR Tunis. Monthly
planning schedules will be made based on the operational direction and priorities of the Protection Unit. In the South, all activities are to be coordinated with the Associate CBP Officer.
Community-Based Protection (CB) is an inherently cross-cutting activity. The CBP Associate will work as part of a
multi-functional team, including UNHCR colleagues, partners, and People of Concern (PoC) to the High
Commissioner for Refugees (asylum-seekers and refugees), to ensure that the community-based protection approach
informs and supports all decisions affecting asylum-seekers and refugees in the delivery of humanitarian assistance
and protection services.
Functional Statement:
Child Protection
 Assist the Protection Unit in developing and implementing country specific child protection Standard
Operating Procedures (SOPs) in-line with UNHCR guidelines and updated global child protection strategy;
 Participate in the implementation and monitoring of child protection related SOPs, with comprehensive
referral mechanism for response services through a consultative process with local partners, INGOs/NGOs,
and community groups;
 Support staff and partners in the strengthening of a functioning Best Interests Procedure (BIP) system,
including the identification, assessment, referral, response and assistance, monitoring, and documenting of
cases of children at risk;
 Organise and facilitate trainings on the BIP and general child protection issues;
 Contribute to effective child protection reporting and information management through the provision of
disaggregated data on populations of concern and their challenges/concerns;
 Contribute to capacity-building initiatives for communities, including children, adolescents, and youth, to
empower them to assert their rights and to strengthen community-based child protection initiatives;
 Support other child protection activities and initiatives in coordination with colleagues in the UNHCR Tunisia
operation;
 Support/establish working BID panel and BIP system in close collaboration with staff and partners.

Gender-Based Violence (GBV)
 Assist the protection unit in developing and implementing a set of country specific Gender Based Violence
(GBV) Standard Operating Procedures (SOPs) in line with UNHCR guidelines and updated global GBV
strategy, with a comprehensive referral mechanism for response services through a consultative process with
partners, INGOs/NGOs, and community groups;
 Establish and/or strengthen strategic and innovative partnerships for GBV prevention and response with
community-based, local, national, and international organisations;
 Conduct service/resource mapping, and maintain a “who/what/when/where” (4W) matrix of existing services
to address GBV, including local and community capacities and structures;
 Support GBV data management (collection, storage, analysis, and sharing) in-line with UNHCR protection,
confidentiality, and data management standards. Build capacity for the implementation of the Gender-Based
Violence Information Management System (GBVIMS);
 Conduct regular training and capacity-building activities on basic elements of GBV prevention and response,
the design of GBV programmes, and the implementation/operation of coordination mechanisms;
 Prepare regular consolidated reports on the progress, challenges, gaps, and recommendations in respect of
GBV prevention and response.
Capacity-Building Initiatives:
 Provide training and capacity-building activities for partners and UNHCR protection staff on the identification
of extremely vulnerable individuals (EVIs), monitoring and reporting, and other overlapping themes in
protection including GBV prevention and response, child protection case management (BIP), the Prevention
of Sexual Exploitation and Abuse (PSEA), and the UNHCR Code of Conduct;
 Provide community-based training and capacity-building activities for partners, community organisations, and
asylum-seekers and refugees, on a broad range of community-based protection issues, including gender
equality and inclusion, GBV prevention and response, child protection, PSEA, and issues related to
humanitarian work and the UNHCR Code of Conduct.
Essential Minimum Qualifications & Experience Required:

 University degree in Social Sciences, preferably in Law or Social Work, but alternatively in Sociology,
Anthropology, or related fields;
 Minimum of 2 years relevant professional experience in field protection or human rights work. Experience
of social work, knowledge of interviewing techniques, excellent interpersonal skills, and previous work
experience with refugees would be an asset.
Key Competencies:
 Strong analytical and communication skills;
 Excellent computer/IT skills;
 Ability to translate theory into practice;
 Good drafting skills;
 The incumbent should have excellent interpersonal skills and be culturally sensitive, particularly in light of the
fact that she/he will be required to work with colleagues, partners, and asylum-seekers and refugees from
extremely diverse cultural backgrounds.
