Background 

The Libya Enhanced Partnerships for Institutional Capacity (EPIC) activity is a newly awarded USAID program implemented by Chemonics International. The program aims to supports select national government entities in Libya to improve service delivery performance through increased use of international technical best practices, reducing opportunities for corruption and rent-seeking, and integration of technology and process standardization. The activity goal is more equitable, efficient, and sustainable public services as well as improved government responsiveness to citizens’ needs and demands, contributing to more accountable, transparent, and inclusive governance. 

Purpose

The Communications Liaison Director assumes primary responsibility for implementing and overseeing the project’s communication strategy and is responsible all project communications, including contractually required quarterly and annual reports, success stories, and external/public-facing communications, press releases and other project deliverables as required. Moreover, s/he is responsible for creating content on all social media platforms, ensuring regular communications and successful partnerships to a broad audience. The Director is responsible for ensuring key stakeholders and others who view EPIC’s outputs, products, and deliverables are aware of the impacts being achieved and the benefits of USAID-funded interventions. The Director will develop, refine, curate, and amplify internal and external communications for EPIC to maximize impact and visibility while ensuring culturally appropriate messaging.

 

Reporting

The Communications Liaison Director reports to the Chief of Party. 

Responsibilities include:

  • Assume primary responsibility for drafting, implementing, and overseeing the project’s communication strategy.
  • Disseminate lessons learned and successes during project implementation, to internal and external stakeholders, working with the MEL team.
  • Assist partner institutions to develop public engagement strategies and to support the design of citizen-facing materials and platforms.
  • Write and edit (photo/video/text) presentations and social media communications    
  • Maintain technical quality control for all public communication, public awareness and public relations work     
  • Lead development of and organize content for project progress reports and technical deliverables, including quarterly and annual reports and other project deliverables as required.   
  • Identify channels and develop networks for communicating key messages to beneficiary communities, project partners, the client, and other stakeholders.    
  • Work with other staff members to ensure consistency in the communication of key messages related to the project’s technical work.        
  • Develop and manage appropriate project accounts for international and local social media networks to highlight project accomplishments and increase the overall visibility of the project.     
  • Supervise short-term communications consultants, as needed.     
  • Maintain a database of video and photographs consistent with USAID and Chemonics corporate photography guidance.    
  • Ensure project compliance with USAID communications and branding requirements.    
  • Maintain expertise in communications and implementation, including thorough knowledge and understanding of latest and proven methodologies, best practices, and priorities of the regional governments, counterparts, USAID, and Chemonics.    

 

Duration

This is a long-term assignment. The expected duration is at least one year.

 

Location

The location of this position is Tunis, Tunisia.

 

Qualifications and Requirements 

    • Bachelor’s Degree in a relevant field such as communications, marketing, business, new media or public relations  
  • Minimum of ten (10) years of experience working in communications, public relations, knowledge management, or other relevant field. Experience leading or supporting communications efforts on USAID or donor-funded projects strongly preferred
  • Experience developing and executing strategic communications plans within the international development arena preferred
    • Experience with social media platforms preferred  
  • Excellent writing and presentation skills, with demonstrated ability to prepare succinct and effective communications products and social media content.
    • Strong organizational, management, and administrative skills
    • Ability to work independently with minimal supervision, prioritize multiple work assignments in an extremely fast-paced environment, meet deadlines, and to exercise good, professional judgment that communicates the established message of the program
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Proficiency in social media platforms (Twitter, Facebook, LinkedIn, etc.)
  • Proficiency in Canva, Visio, Adobe, InDesign, or other graphic design software preferred.
  • Fluent Arabic and professional English are required
