A Communications’ Campaign Plan Development and Execution
BACKGROUND:
Overview of Beder Organization:
BEDER Organization for Citizenship and Equitable Development was established on April 12, 2011. Since then, the Organization has implemented a series of projects and programs that have enabled it to be impactful in many regions, especially the governorates of Jendouba, Kasserine, Sidi Bouzid and Gafsa, in addition to the governorates of Greater Tunis and Nabeul.
BEDER’s programs focused on the entrepreneurial aspects on the one hand, and on aspects related to governance, social cohesion, and inclusion of women and youth on the other hand.
Since 2014, BEDER Organization oriented its activities on the community and on supporting its resilience to prevent violent extremism by establishing a department dedicated to ensuring community resilience and social cohesion through JOUSSOUR Program which let to reducing vulnerabilities to violent extremism in local communities.
SABEEL Project:
SABEEL program is a research based, data driven programme that aims to identify, mitigate, and prevent risk factors of recidivism amongst male, female, and young individuals impacted by the justice system, and provide those impacted by the justice system with path (or Sabeel in Arabic) towards a law-abiding life.
The program aims to work on the rehabilitation and the reintegration of the newly released ex-detainees during both the release and the post-release phases. The program duration is three years with the support of the Counter-Terrorism Office of the Embassy of the United Kingdom in Tunisia. SABEEL aims to be part of the Tunisian national effort aimed at reducing high recidivism (37% by February 2021). and prison overpopulation in Tunisia through a participatory approach based on the social and psychological levels. Indeed, this comprehensive approach aims to ensure the resilience of society and protect Tunisians from serious threats of recidivism on the one hand, and/or getting involved with criminal or extremist groups on the other hand.
The program is delivered by the Social Cohesion department of the association. The Sabeel program will strive to reduce the stigma associated with formerly incarcerated individuals through a series of media and communication initiatives. These initiatives aim to diminish social stigma linked to formerly incarcerated persons, enhance public perception and awareness regarding the challenges faced by these individuals, inform them about their rights, services, and opportunities, and foster trust while promoting the reintegration paths of former inmates.
To be effective, the strategic communication plan must be tailored to each target audience, understanding their unique perspectives, needs, and the best channels to reach them. Here’s a detailed analysis of each of the target audiences.
