In the framework of its digitalization programme and the project “Strengthen migration-related law Tunisia”, IOM Tunisia seeks to hire consultancy services to provide legal communication training in training sessions for agents of the offices of foreign residents of greater Tunis and a training session for trainers.  The specific objectives of the mission focus on:

Responsibilities

T1. Capacity building in communication and reception techniques:

o Managing difficult situations: developing skills on how to effectively manage tense situations, with emphasis on problem or conflict resolution, communication and emotional management.

o Illustration of good reception practices: Adapting best practices in reception, according to the specific needs of the target audience.

o Needs identification techniques: Ensure the use of techniques dedicated to needs identification.

o Effective communication: Development of communication skills, including clarification of information to ensure needs are well understood and adequately addressed.

o Scenarios: Practice newly acquired skills through simulations of real situations, allowing participants to put their knowledge into practice and receive constructive feedback.

2. Development of training curriculum:

o The consultant will be responsible for developing a training curriculum for the training. This sheet will serve as a structured guide for the training, integrating the legal and practical aspects covered during the sessions. It will include learning objectives, methodologies, training tools, and evaluation criteria.

In close coordination with IOM Tunisia, the consultant will perform the following tasks:

  • Develop the training curriculum inclusive of agenda, power points presentation and joint teaching note
  • Facilitate the trainings
  • Provide a report

Coordination The consultant will report on a regular basis to IOM Tunisia on progress made (regularity to be defined at the start of the consultancy) On a regular basis throughout the assignment

 

Delivery dates:The mission will be spread over 11 days covering 01 training of trainers as well as participation in the development of the teaching note:

– 02 days for the development of the Methodological Note and the Training agenda.

– 05 Days of Training.

– 03 Days for the development of a teaching note

– 01 Day for the Training report

 

All the deliverables must be shared with the IOM focal points by email.

 

  1. Performance indicators for the evaluation of results
  • Satisfactory completion of tasks and deliverables on time;
  • Quality of the elaborated analysis;
  • Delivery of any other tasks indicated above.

Qualifications

Experience

  • University degree (Master’s level or equivalent) in communications, or in a related field will be preferred.
  • At least 5 years of relevant professional experience in communication
  • Good knowledge of the Tunisia legal framework is a plus.
  • Excellent oral and writing skills, experience in development of training curriculum.
  • Experience in presenting
  • Excellent proven analytical, interpersonal and organizational skills.

Skills

  • Excellent analytical, communication, and stakeholder engagement skills.
  • Capacity to work independently and deliver high-quality, actionable recommendations.

Languages

  • Excellent command of Arabic and French (written and spoken)
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
  1. Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.

Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable. Vaccination against COVID-19 will be required for IOM personnel who are hired or otherwise engaged by IOM. As part of the mandatory medical entry on duty clearance, candidates may be requested to provide evidence of full vaccination. Consultants engaged to work on a home-based consultancy who do not need to travel do not need to provide vaccination records, regardless of the length of the consultancy contract.
  3. IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  4. IOM does not charge a fee at any stage of its recruitment process (application, interview, processing, training or other fee). IOM does not request any information related to bank accounts.
  5. IOM only accepts duly completed applications submitted through the IOM online recruitment system. The online tool also allows candidates to track the status of their application.
