Context:

Considering the Libyan context and current economic needs, establishing the E-nable project is essential to support Libyan institutions and the private sector in economic governance and digital transformation. The project utilizes the expertise acquired by Expertise France in Libya over the past several years while building on the World Bank’s analyses and OECD studies to brace the transition towards digitalization and support the foundation for a dynamic, diversified economy and a competitive private sector.

 

The European Union funds this three-year project to the tune of €5M and entrusts Expertise France with its implementation. E-nable aims to complement, support, and deepen the work carried out by the ongoing EU4PSL and RAQAM-E projects. The overall objective of the action is to improve the capacities of key economic institutions for sustainable, diversified, and digital economic recovery to institutionalize the private sector’s economic growth with the support of both private and public sector organizations.

 

E-nable consists of three main components which are closely linked in terms of the objectives and activities they seek to achieve, they mainly focus on: strengthening the capacities of the Ministry of Economy and Trade and related stakeholders in designing public policies for economic diversification (C1), contributing to leveraging digital innovations for inclusive and sustainable development in Libya (C2), and encouraging financial institutions to extend credit to the private sector and provide financial tools and solutions to SMEs (C3).

 

Presentation of Expertise France’s work in Libya

Since 2011 and following the Arab Spring, Libya has been through a period of political instability with major economic consequences. Today, the country remains marked by this difficult context which bears heavily on the country’s economy and poses problems for the employability of young Libyan men and women. Developing a dynamic private sector and improving the business climate are crucial issues for the country’s recovery.

As a public international technical cooperation agency, Expertise France implements projects to diversify the economy, support entrepreneurs and improve the business environment. To do so, it establishes close partnerships with Libyan public and private economic actors and mobilises high-level national and international expertise to facilitate Libya’s economic recovery. The agency is able to mobilise a network of experts and partners specialised in economic development and has acquired unique expertise in implementing high-impact projects in this field.

On-going projects to support economic development

 

1- E-nable – aims to improve the capacities of key economic institutions for sustainable, diversified, and digital economic recovery to institutionalize the private sector’s economic growth with the support of both private and public sector organizations.

2- RAQAM-E – aims to disseminate the coding and tech culture and supports the government and municipalities to create of coding schools and train municipalities’ employees.

3- EU4PSL – aims to improve the business environment by establishing close partnerships with the Ministry of Economy and Trade and relying on the mobilisation of economic actors and civil society organizations.

 

Accomplished projects:

  • SLEIDSEaims to disseminate the culture of entrepreneurship, improve the support given to companies by public and semi-public actors and improve access to financing for entrepreneurs.

  • STREAM aims to create the first integrated incubator, accelerator and Fab Lab in Tripoli to support the development of start-ups. 

  •  Namaa Tamweel – aims to provide technical assistance to the new microcredit agency Namaa Tamweel. It is managed by Assaray Trade and Investment Bank, which will provide the funds that will be allocated to small entrepreneurs. 

  • Social Entrepreneurship Initiative aims to support young Libyan entrepreneurs working in the social and solidarity economy, by organizing training bootcamps throughout the country.

 

Specific mission of communication expert

Position title: Communication Consultant

Mission country: Remote

Duration: 20 Days over 3-years 

Project name and description: E-nable – Innovative Approach for a Resilient Libyan Economy

 / Economic Programme of Expertise France in Libya

Description of the mission:

The communication consultant will support the project’s communication officer in public communication ensuring the visibility of Expertise’s France project (E-nable) on a regional and international level; as such he/she will have the role to promote the projects’ activities among the international community and media outlets in Africa, middle east and Europe.

The position is to be filled remotely.

Main Tasks:

  • Support the communication officer in writing/ reviewing communication messages for leaflets and website.
  • Support the communication officers in writing press-releases (English and French).
  • Ensure public and press relations with the international community /journalists and distribute press releases to receive good regional and international visibility of the project.

Deliverables:

  • Coordinate with the communication officer to create the professional content of project’s website and leaflet.
  • Review and assist in writing press releases.
  • Build a relevant regional and international journalists network/database.
  • Distribute press-releases and ensure good regional/international visibility of the project.

Qualifications and competences:

Profile:

  • University degree in communication, journalism, or equivalent.
  • Previous work experience (minimum of 3 years) in communication, journalism or print media.
  • Excellent in written and verbal communication.
  • Familiarity with international media and journalists.
  • Ability to work in a team and coordinate.
  • Fluency in English and French.
  • Good background in economic development and digitalization is a plus.

Additional information:

Time sheet: At the end of each month, the expert will present a timesheet which will be signed by the team leader.

Language:

The working language of the programme and the language used in all reports and communications between the consultant and the team shall be English (UK spelling preferred). 

 

CONFIDENTIALITY

 

The consultant hereby undertakes to maintain confidentiality and not to disclose any information during and after the completion of the assignment with respect to all business matters of which he learns during his time with the programme and the outputs that are developed. Permission must be obtained from the programme before any publication.
