The Programme
Coffey is implementing the North Africa Technical Assistance Facility (‘The TAF’), for the Foreign and Commonwealth Office (FCO). The TAF is a dynamic, demand-driven framework specific to North Africa delivered in partnership with the UK government, host government counterparts and Coffey.
The TAF is designed to deliver technical assistance to Governments, non-governmental organisations (NGO) and multilateral partners in Tunisia, Egypt, Libya, Morocco and Algeria and regionally.
Purpose of the Position
The Operations Manager is responsible for providing high quality logistical and administrative support to TAF operations in Tunisia and other selected countries in the North African Region.
Key responsibilities/accounbtablities
The Operations Manager will be responsible for the overall management and oversight of operations of the TAF programme, and will:
- Ensure the full and proper implementation of Coffey systems of management, compliance and control with regard to the following disciplines:
- Administration, which include facilities management; office management; human resources; and information technology.
- Logistics, which include procurement; fleet management; and assets management.
- Update the Operations Manual regularly and ensure compliance to country policies, contracts, procedures and other project processes, including Finance, HR, HSSE and IT processes.
- Ensure that TAF team complies to policies and processes outlined in the Operations Manual at all times.
- Lead the induction of new staff members and undertake regular refresher trainings of policies and processes to ensure compliance.
- Oversee the mobilisation of programme staff and short term experts to Tunisia and other selected countries to ensure a smooth and efficient process.
- Ensure the effective coordination of programme activities and events.
- Lead operational reporting for the programme, including contributing to TAF’s reporting requirements.
- Oversee the provision of appropriate IT equipment and support.
- Oversee the provision of adequate security to programme staff and short term experts, particularly when undertaking field visits, and ensure that appropriate risk management procedures are in place.
- Financial Management
- Manage financial operations in Tunis in accordance with Coffey Operations Manual and donor regulations, including systems for cash flow management, budgeting, internal controls, financial reporting, financial record-keeping, disbursements and compliance
- Ensure financial transactions are controlled, accounts managed/reconciled in keeping with Coffey requirements, cash management, national regulations and international accounting best practice
- Complete (or support staff to complete) financial due diligence of local partners
- Monitor and escalate any concerns around fiduciary risk. Strive to achieve VfM in all areas.
- Team Leadership
- Set a culture by which the Operations Team operate cohesively and efficiently, are responsive to the needs of the rest of the TAF team, and take the approach of supporting County-led solutions to development issues.
- Provide on-the job coaching and mentoring support to team members including orienting new staff on corporate management and administrative processes.
- Offer support in times of high pressure and engage in activities to maintain morale and a positive work environment.
- Corporate Delivery
- Oversee a range of corporate management and administrative functions (budget and finance, human resources, information technology, property, asset and records management, transport, security, occupational health and safety, office management etc) for TAF
- Ensure provision of up-to-date workplace policies, procedures and documentation in response to emerging workplace developments.
General Requirements
- Adhere to all security advice from Coffey’s Risk Management Team.
- Adhere to Coffey International Policies and Procedures as outlined in the Operations Manual.

- Submit all technical outputs for peer review prior to client submission in accordance with Coffey International Development’s quality assurance procedures.
- Report in advance possible resourcing decisions and/or any procurement to the Programme Manager to ensure all programme costs are properly supported within the TAF budget.
- Engage in the activities of the Programme Management Team and contribute to the progression of the programme, to ensure delivery of project outputs and outcomes in line with TAF deliverables.
- Undertake other activities reasonably requested by the Programme Manager, Programme Management Team or by the client (FCO) for the successful accomplishment of the programme’s immediate objectives.
Special Requirements
- Some travel and out of hours work may be required.
- Any other duties as may be required for the exigency of the programme.
Reporting Requirements
- Any reasonable reporting tasks as may be required by the Client and the Coffey Programme Management Team. This includes ensuring that relevant operational and financial information are included in quarterly and annual reports, amongst other deliverables.
