Reports To: CIPE-Tunisia Country Representative and CIPE Washington-DC Based Program Officer.

About CIPE:

The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems, democratic governance, business advocacy, anti-corruption & ethics, and trade.

CIPE has worked with local partners in Tunisia since 2005. CIPE sees the economy as the issue that will decide whether Tunisia’s democracy succeeds. A fair and competitive market will deliver the prosperity citizens need, which in turn will contribute to stability and security, fuel innovation that will create jobs, restore citizen faith in government and foster civic participation, invigorating democracy even further.
CIPE believes that Tunisia’s private sector has some of the most informed and pragmatic advice about economic reform to offer decision makers. Businessmen and women throughout the country live the realities of badly designed laws, faulty bureaucracy and corruption every day; they know exactly how – and why – Tunisia’s private sector is not growing as it must, and have specific ideas for improvements.
Based in the CIPE Tunis office, the Tunisia Program Assistant will work with CIPE’s Country Representative and the Washington DC-based Program Staff to provide program and administrative support for CIPE’s programs in Tunisia. These programs are designed to foster positive change in Tunisia as it relates to participation by Tunisian citizens in the areas of democracy, governance, economic reforms, advocacy and the building of a civil society.

Responsibilities:

Office Administration and Logistical Support

  • Track and ensure payment of vendor and contractual invoices for field office expenditures and other program expenditures.
  • Create and maintain financial, correspondence and contract files, both in paper form and electronically.
  • Pay office utility bills, file taxes to the taxation office, and maintain documentation of bills and payments.
  • Coordinate local travel arrangements, events, and local meeting logistics.
  • Assist Country Representative with monthly and annual financial and narrative reporting to the Tunisia Government as part of CIPE’s registration obligations.
  • Complete program and travel reconciliations, such as liquidation of field office advances and processing of expense reports, in coordination with the Washington, DC-based Program Assistant and Regional Finance Officer.

Program Management and Implementation

  • Travel to regions outside Tunis and assist the Country Representative with program development, meeting partners, and implementing events.
  • Prepare materials for program events, including agendas, participants’ lists, and handouts
  • Draft event/trip reports for submission to the Washington, DC office.
  • Assist County Rep with data collection for program monitoring and evaluation plans.
  • Assist in writing and compiling quarterly and biannual funder reports.
  • Help the Country Rep maintain regular contact with existing and future partners.
  • Contribute to the development of program concept papers and proposals, including budgets, monitoring and evaluation plans and additional documentation as needed.
  • Help the Country Rep compile weekly updates on Tunisia’s political and economic news to the CIPE Washington, DC headquarters.

CIPE Representation

  • Provide research and background ahead of Tunisia Country Rep speaking engagements and event attendance.
  • Organize and maintain Tunisia Field Office’s program contacts.
  • Adhere to appropriate office procedures, CIPE and donor organization policies and procedures.

Critères d'éligibilité

  • 1-2 years of administrative office experience.
  • Bachelor’s degree in International Relations,/Development, Economic Development, Economics, Political Science, Public Policy, or related field
  • Strong organizational, interpersonal and communication skills.
  • Ability to take initiative to manage multiple, detail oriented tasks with limited supervision.
  • Strong project monitoring and management skills, including budget tracking, report writing, and interaction with diverse local partners
  • Ability to work in a team environment and independently with minimum supervision.
  • Fluency in French and English, both written and oral, required.
  • Superb writing abilities in both French and English required
  • Strong organizational/coordination skills.
  • Strong Computer skills, proficiency in MS-Office, specifically Word, Excel and Outlook. Internet research skills are highly desired.
  • Financial skills and business acumen preferred, particularly in budget creation and oversight.
  • Maintain flexible working hours when needed, including some weekends.
