The International Centre for Innovative Local Governance (CILG VNG International) supports decentralization and public reforms in the MENA region. We provide capacity building to local governments and their associations, training institutes and working groups on decentralization. We rely on existing experience in promoting innovation and best practices between local governments and related organizations.
With our tools, we promote good and effective governance and strategic leadership to improve the professional capacity of local administrations and policies involving all citizens to get the best of their communities.
“Libya Local Governance and Stabilization Program” is about local governance and local stabilization in various zones of Libya. It is a 3-year Program, funded by the European Union and the Dutch Government.
The Overall objective of the Program is to contribute to strengthen and empower local governance in Libya; especially the Management of selected municipal councils, Service delivery by local government and the Participation and interaction of civil society in council’s affairs and conflict prevention.
THE ROLE:
The Grants Manager is an integral member of the Program team responsible for establishing and maintaining contacts with partners, the development and implementation of Grants of varying size and complexity – in collaboration with the Libyan regional coordinators. The Grants Manager is responsible for organizing and monitoring the pilot project activities, under the direction of the Program Manager (PM) in Tunis & Program Director in The Hague.
SCOPE OF RESPONSIBILITIES:
- Launching a call-for-proposals for the Grants, assisting with / drafting of pilot project proposals, Terms of References, tenders, budgets, cash flows and operational plans
- Planning and implementation of the activities of each pilot project with the assistance of the Libyan regional coordinators.
- Prepare pilot project organization and communication
- Prepare documentation and correspondences of Grants
- Prepare periodic reports (every 2 months) on Grants progress
- Financial administration of Grants
- Initiate and chair related site meetings and distribute minutes to all project team members
- Use project scheduling and control tools to monitor Grants plans, work hours, budgets and expenditures
- Effectively and accurately communicate relevant project information to the partners (including the beneficiaries) and Programm team
- Coordinate with regional coordinators for Grants’ issues and review field inspection reports from regional coordinators
- Review of Contractor quotations to ensure that only fair and reasonable pricing is recommended for approval – in line with the EU regulations
- Keep the Program Manager, Program Director (and any other relevant Program team member) informed about pilot project status and issues that may impact the relationship of the Programme with the beneficiary
- Act in line with the agreed security procedures for the Program
Targets :
- Ensure monthly and other periodic reports (including the adequate use of timesheets) as requested with respect to deadlines
- Ensure the implementation of Grants in the partner municipalities and Civil Society Organizations with respect to the budget
- Successfully implement the pilots in the partners municipalities including adequate delegation of tasks to the coordinators – all to the satisfaction of the Program Manager
- Inform and communicate to the Program Team on the advancement of the Pilots implementation
- Implementation of the pilots by the end of the Program
- Prepare all the related documents to the pilots to be validated by the Expert Team Leader and the PM.
